Senior HR Planning Specialist

JOB PURPOSE

• To study and analyze the current and future status of workforce and rewards in line with the government policies, and to develop work systems and procedures that achieve the entity’s objectives.

Key Responsibilities

• Audit government entities’ budgets and provide jobs-related recommendations in line with the applicable policies, ensuring consistency in forecasting and calculating workforce needs (quantitatively and qualitatively) based on strategic and operational plans, including reviewing financial transfers/additions.
• Design and deliver workshops to enable government HR units with regard to the existing HR policies, procedures, updates, and those related to HR planning.
• Review job management requests submitted by government entities (creation, modification of job titles, job transfers, re-evaluation, etc.).
• Review and analyze job descriptions and job expansions within government entities.
• Develop and update specialized career paths based on job design and organizational structures.
• Apply behavioral, technical, and leadership competency frameworks and implement necessary updates.
• Manage workforce analytics systems in government entities and follow up on the human capital productive capacity optimization program.
• Consider the delegation of supervisory authorities to non-supervisors within the approval chain on the system.
• Analyze allowances and benefits, align them with job requirements, and provide recommendations.
• Review job mobility procedures within government entities.
• Prepare workforce forecasts and assess the financial impact of pay scales, and salary and benefits changes.
• Audit budget-related financial transfers and additions.
• Utilize salary analysis platforms, prepare reports on market salaries, evaluate these platforms, and submit recommendations.

Qualifications

• Bachelor’s degree in human resources, Business Administration, or any other related discipline.
• Master’s degree in human resources, Business Administration, or any other related discipline is preferred.
• 3–6 years of relevant experience. (Experience in compensation and rewards is required)
• Professional certifications such as CIPD or SHRM are preferred.
