We are looking for a Stakeholder / NOC Engineer to support major infrastructure projects in Dubai, focusing on authority approvals and stakeholder coordination across key government entities.

We are looking for a Stakeholder / NOC Engineer to support major infrastructure projects in Dubai, focusing on authority approvals and stakeholder coordination across key government entities.
Responsibilities
- Manage end-to-end NOC process (submission → follow-up → approval → closure)
- Coordinate with authorities including RTA, DEWA, Dubai Municipality, telecom providers and other stakeholders
- Ensure timely authority approvals aligned with project timelines
- Maintain and track NOC logs, approvals status, and stakeholder communications
- Liaise with design teams, contractors, and authorities to resolve technical comments
- Support utilities coordination within ROW and infrastructure corridors
- Identify risks in approvals and drive proactive resolution / escalation
- Bachelor’s degree in Civil Engineering or related discipline
- 5–12 years of experience in infrastructure / utilities projects
- Strong experience handling in RTA / DEWA / DM approvals, NOC submission processes, Stakeholder coordination
- Background working with engineering consultancies (preferred)
- Experience in roads, transport, or utilities projects
- Strong understanding of Dubai authority procedures and regulations
- Experience with utilities coordination (wet/dry)
- Excellent communication and stakeholder management skills
- Ability to manage multiple approvals and deadlines
