Job Description:
Parsons is looking for an amazingly talented Stakeholder Manager to join our dynamic team. In this role you will be responsible for planning, managing, and coordinating all stakeholder engagement activities for a major railway project during design and pre-contract phases. The role ensures effective communication and alignment with all relevant stakeholders, including government authorities, operators, utilities, and external entities.
What You'll Be Doing:

Develop and implement stakeholder engagement and communication strategy

Identify and map all relevant stakeholders, including authorities, operators, utilities, and external parties

Coordinate stakeholder inputs and ensure requirements are captured and reflected in design development

Manage communication and engagement activities, including meetings, workshops, and formal submissions
-
Track stakeholder comments, feedback, and approvals, ensuring timely resolution and closure
-
Support the design team in addressing stakeholder requirements and resolving interface issues
-
Coordinate with authorities to facilitate approvals, permits, and regulatory compliance
-
Maintain stakeholder registers, communication logs, and reporting mechanisms
-
Support preparation of submissions and documentation required for stakeholder engagement and approvals
-
Monitor stakeholder risks and issues, and develop mitigation strategies

Act as a key interface between the project team and external stakeholders
What Required Skills You'll Bring:
-
Bachelor’s degree in engineering, Planning, or related field
-
Professional certification in stakeholder management or project management is an advantage
-
Minimum of 10+ years’ experience in stakeholder management, with a demonstrated track record on rail or major infrastructure projects

Strong experience working with government authorities, utilities, and transport operators
-
Good understanding of design development processes and stakeholder integration requirements
-
Experience in managing approvals, permits, and regulatory processes
-
Strong communication, coordination, and negotiation skills
-
Ability to manage complex stakeholder environments and multiple interfaces
-
Experience working in the GCC or similar regulatory environments is preferred
