Job Brief:

A diversified group operating in the UAE is seeking an experienced and proactive Chief Manager – HSE to lead its Health, Safety, and Environment function across multiple business units and project sites. This is a group-level leadership role responsible for regulatory compliance, fire safety, risk management, and driving a safety-first culture. The role includes overseeing HSE personnel through a matrix reporting structure to standardize and enhance HSE performance across all operations.


Job Responsibilities:

  • Conduct fire risk assessments and HSE audits across facilities and sites.
  • Develop and enforce fire prevention and safety protocols in line with UAE Civil Defence regulations.
  • Oversee maintenance and inspection of fire protection systems including alarms, sprinklers, extinguishers, and hydrants.
  • Lead emergency preparedness initiatives, fire drills, and compliance with standards like NFPA, BS, IFC.
  • Recommend appropriate firefighting equipment, suppression systems, and evacuation plans.
  • Review architectural and MEP designs for fire safety compliance.
  • Implement and manage HSE programs in accordance with ISO 45001 and ISO 14001.
  • Mentor and supervise HSE officers through a matrix structure across various sites.
  • Drive consistent HSE practices and standards across all group entities.
  • Conduct incident investigations and oversee corrective/preventive action implementation.
  • Monitor environmental performance and lead sustainability efforts.
  • Coordinate with local authorities on emergency and compliance matters.
  • Advise on safety-related security solutions including CCTV, access control, and evacuation systems.
  • Act as point of contact for regulatory audits and inspections.


Job Requirements:

  • Bachelor’s degree in Occupational Health & Safety, Fire & Safety Engineering, Environmental Science, Engineering, or related discipline.
  • Certifications: NEBOSH IGC, ISO 45001 Lead Auditor, Fire Safety Certifications (NFPA, UAE Civil Defence-approved).
  • Minimum 15 years’ HSE experience, including 5+ years in a senior leadership role overseeing multiple sites.
  • Strong background in fire safety, emergency planning, and risk management.
  • Familiarity with high-risk industries such as oil & gas, chemicals, and flammable waste handling.
  • Deep knowledge of UAE Civil Defence regulations and international fire safety standards.
  • Strong leadership, communication, and stakeholder management skills.
  • Ability to work independently with minimal supervision.
