The Construction Permits & NOCs Expert will lead and coordinate all activities related to securing construction permits and No Objection Certificates (NOCs) from relevant UAE authorities. This role ensures that all project approvals are obtained in a timely, compliant, and efficient manner to support design, construction, and operation phases of major infrastructure projects.

General Description of Role and Responsibilities:

  • Support the SPV, EPC Contractor, and O&M Contractor in obtaining all required construction permits and NOCs from relevant UAE authorities, including but not limited to DMT, UPC, ADM, ITC, DOT, Civil Defense, Police, Military, ADDC, ADSSC, EWEC, Etisalat, Du, GASCO, EAD, ADQCC, ADAC, AD Ports, and others.
  • Coordinate with design consultants, contractors, and other stakeholders to ensure timely and complete submission of permit applications and NOC requests in alignment with project schedules.
  • Maintain a centralized, up-to-date tracker for all permits and NOCs, monitoring status updates, expiry dates, and renewal timelines.
  • Liaise with government entities, utility providers, and municipalities to resolve technical queries and facilitate the approval process.
  • Provide strategic guidance to project teams on permitting risks, regulatory timelines, and mitigation strategies.
  • Ensure all documentation is prepared and submitted in accordance with authority requirements, formats, and sequencing.
  • Monitor changes in regulatory frameworks and permitting procedures, communicating relevant updates to internal and external stakeholders.
  • Participate in coordination meetings to support cross-utility approvals and resolve inter-agency conflicts impacting project progress.


Qualifications, Experience, Knowledge, and Skills:

  • Bachelor's degree in civil engineering, Architecture, Urban Planning, or a related field.
  • Minimum 10 years of experience in permitting and regulatory coordination within major infrastructure or construction projects in the UAE.
  • In-depth knowledge of local authority requirements, permitting workflows, and NOC processes.
  • Strong network and working relationships with UAE authorities and utility agencies.
  • Proven ability to manage complex approval processes and multi-agency coordination.
  • Excellent communication, organizational, and problem-solving skills.
  • Arabic proficiency is an advantage.
