Business Unit Overview:

This is an exciting opportunity to work within the Government and Public Sector Business Unit and its Strategy and Transformation Management Consulting team specialized in Labor Market and Social Development, where you will play a key role in developing and delivering strategy-based projects, to clients in the Middle East. The team focuses on topics such as labor market policy and strategy design and appraisal, sector specific nationalization strategies, social policy and strategy design and appraisal, employment programs and services, upskilling and reskilling, and others.

We are looking for a manager with experience in Behavioral Science to increase the impact of their work with clients by leveraging insights related to human behavior. You will be exposed to the PwC proprietary methodologies built from experiences of numerous prior engagements and leading practices, to enable you to efficiently and effectively deliver to our clients in a timely and reliable manner.


As a manager, you will work as part of a team of problem solvers, helping to solve complex business issues from strategy to execution. PwC Professional skills and responsibilities for this management level include but are not limited to:

  • Oversee the development and execution of large and complex strategic projects tailored to the government and public sector, emphasizing behavioral interventions to drive change.
  • Assess current processes and identify areas for improvement, and craft innovative strategies rooted in behavioral science that align with client transformation objectives.
  • Generate buy-in for behavioral interventions and secure support from clients for implementation efforts.
  • Measure the effectiveness of behavioral interventions and transformation initiatives through monitoring and evaluation and progress tracking.
  • Identify implementation challenges and make data-driven adjustments to optimize outcomes and drive sustainable change in government and public sector organizations.
  • Facilitate communication and collaboration between various stakeholders and foster relationships to promote a shared vision.
  • Continuously expand on knowledge of the Middle East business environment and work with colleagues in all Middle Eastern offices on client work and internal initiatives as well as with international teams where appropriate.
  • Participate in the development and presentation of proposals for business development activities.
  • Support internal strategy development, contract evaluation, and process management.
  • Understand and implement PwC policies, procedures and performance standards.
  • Comply with PwC knowledge management processes and standards.


  • Expertise in Behavioral Science: Profound understanding of behavioral theories and principles, with the ability to apply them effectively in consulting projects.
  • Consulting Experience: Proven track record in consulting roles, preferably in behavioral insights, demonstrating success in driving behavioral change and organizational transformation with public sector clients.
  • Research and Analytical Skills: Strong analytical capabilities to interpret data, conduct experiments, and derive actionable insights to influence decision-making and behavior.
  • Client Management: Experience in managing client relationships, understanding their needs, and delivering tailored solutions to meet their objectives.
  • Leadership Abilities: Strong leadership and communication skills to lead consulting teams, collaborate with cross-functional stakeholders, and inspire change within PwC.
  • Experience in the Middle East region is an asset. Knowledge of the Saudi market is preferrable.
  • Excellent communication skills (both verbal and written) in English. Arabic is preferred.
  • Bachelor’s degree in a relevant Major with a preference for a master’s and PhD
  • Years of Experience: 6-10 years of experience in a fast-paced organization.
