Responsibilities

Core Responsibilities:

Scoping, Program Planning & Scheduling:

  • Develop master schedules to manage the effectiveness of all projects
  • Ensure the implementation of a methodical approach to planning for implementation and execution to achieve optimal results
  • Review new project proposals and their deliverability while identifying cross-functional initiatives / projects that will secure efficiencies and reduce duplication of efforts
  • Identify the best way to take a project forward to ensure earliest delivery
  • Provide recommendations to continuously monitor progress of projects to ensure relevant data is collected for decision makers
  • Ensure oversight over areas that have multiple projects to ensure overlaps are carefully managed to avoid abortive work
  • Prepare program delivery packages to fast-track the movement of project from inception to close out
  • Support stakeholders on identifying estimated timelines to achieve objectives
  • Provide cost insights, options, and critical risks to stakeholders for decision making purposes
  • Work collaboratively with key stakeholders in identifying solutions to emerging issues and ensuring successful project delivery and implementation

Cost Control and Budgeting:

  • Preparation of budgets, considering estimated contractor costs, variables based on the analysis of market and historical costs and site condition inspections
  • Evaluate the contract in order to identify the risk factor and ensuring the best fit technical and commercial terms to achieve with relevant standards for overall risk mitigation and bid decisions management
  • Leading the estimation process to contribute to accurate project planning and decision making to meet required supply and demand forecasts, budgets, ROIs, and to enable successful project execution
  • Identifying potential opportunities for value engineering with justifications and options in coordination with stakeholders
  • Performance Monitoring, Risk Management & Reporting:
  • Develop reporting dashboards and conducting analysis on deviation from scope, plans and budgets
  • Evaluate and analyze on any deviations to assess and provide insights on possible issues or delays and how to mitigate them
  • Provide accurate and timely reporting to senior management
  • Provide strategic analytical thinking and reporting recommendations that will drive and monitor performance
  • Review running projects to identify risks and propose solutions and value engineering

Change Control:

  • Leading the commercial management of projects, including reviewing and assessing claims and change notices
  • Preparing and defending extension of time and loss and/or expense claims
  • Provide a comparison report with actual and potential costs
  • Support CPD to develop category management, prequalification evaluations, supplier performance monitoring, commercial evaluations, and negotiations
  • Implement advanced cost management methodologies

People Management Responsibilities:

  • Provide guidance and support to project managers and team members on project planning, execution, and monitoring
  • Collaborate with project managers to identify and address project issues and risks
  • Develop and maintain relationships with stakeholders, including project sponsors, project managers, and team members
  • Coach and mentor project managers and team members on project management best practices and tools
  • Conduct performance reviews and provide feedback to project managers and team members

Strategic Responsibilities:

  • Develop and implement cost management strategies to ensure optimal project delivery and ROI
  • Identify and mitigate risks associated with project delivery and ensure that mitigation plans are in place
  • Provide strategic guidance to project managers and team members on project planning, execution, and monitoring
  • Collaborate with senior management to ensure alignment of project objectives with organizational goals and strategies

Identify and prioritize projects to ensure optimal resource allocation and maximize ROI

Qualifications

Educational and Technical Qualifications:

  • Bachelor's degree in Engineering, Quantity Surveying, or a related field. Master's degree is a plus

Language Skills:

  • Excellent English. Arabic is an added advantage

Years of Experience:

  • A minimum of 12 years of experience in a similar role

Nature of Experience:

  • Proven experience in delivering engineering and construction projects.
  • Experience in a managerial position.
  • Handled programme control of multi project programme in complex environments and stakeholders.
  • Experience in managing large, multi-disciplined project controls teams.
  • Strong problem solving and critical thinking skills to identify and address complex challenges and opportunities and make data-driven decisions.
  • Exceptional organizational skills, at ease with ambiguity, ability to deal with high complexity situations, comfortable with a high level of detail yet mindful of the bigger picture.
  • Experience in project management including the ability to plan, execute and oversee projects from concept to implementation.
