Job Description
Parsons is seeking a talented Document Controller for a Water Transmission & Distribution Systems project to join our team. The Document Controller plays a key role in managing the flow, integrity, and traceability of project documentation. The position ensures that all project records - including technical submittals, correspondence, and approvals - are properly organized, accessible, and maintained throughout the entire project lifecycle in accordance with PMC protocols. The Document Controller supports compliance, transparency, and coordination between the Employer, Delivery Contractors, and Supervision Consultants.

Job Description
Parsons is seeking a talented Document Controller for a Water Transmission & Distribution Systems project to join our team. The Document Controller plays a key role in managing the flow, integrity, and traceability of project documentation. The position ensures that all project records - including technical submittals, correspondence, and approvals - are properly organized, accessible, and maintained throughout the entire project lifecycle in accordance with PMC protocols. The Document Controller supports compliance, transparency, and coordination between the Employer, Delivery Contractors, and Supervision Consultants.
What You'll Be Doing
- This role is part of the Program Management Consultancy (PMC) team overseeing the Water Transmission and Distribution Project. The Document Controller is responsible for supporting the PMC Team.
- Manage all project documentation workflows to ensure timely submission, review, distribution, and archival
- Maintain accurate logs and registers for incoming and outgoing documents, correspondence, and submittals
- Apply consistent version control and naming conventions across all project files
- Administer the Electronic Document Management System (EDMS) used by the PMC team and project stakeholders
- Ensure traceability of technical documents, drawings, contracts, and approvals across packages and teams
- Support document readiness for project audits, reviews, and compliance checks
- Coordinate with Delivery Contractors and Supervision Consultants to ensure adherence to EMPLOYER documentation standards
- Maintain document security and access rights per PMC and EMPLOYER requirements
- Provide regular reports on documentation status, outstanding approvals, and overdue responses
- Support the close-out documentation process, including final as-built submissions, O&M manuals, and handover records
- Bachelor’s degree in any discipline or diploma in Office Administration or equivalent
- Training or certification in EDMS (e.g., Aconex, SharePoint, Primavera Unifier) is preferred
- Minimum 5+ years of experience in document control roles within large EPC or PMC projects
- Prior experience in infrastructure, water, or utilities projects is an advantage
- Minimum 5 years (preferred) in the GCC region
- High attention to detail and document accuracy
- Strong organization and time management skills
- Effective communication and coordination across teams
- Knowledge of ISO 9001 documentation practices
- Familiarity with transmittal workflows, audit readiness, and metadata tagging
