GCC I&M Senior Stakeholder Manager

RINA is currently recruiting for a GCC I&M Senior Stakeholder Manager to join its office in Abu Dhabi within the Italy Infrastructure & Mobility Division.

Mission

We are seeking a highly experienced Senior Permit Engineer with a robust background in large infrastructure projects, particularly in Metro and Light Rail Transit (LRT) systems. The ideal candidate will have at least 15 years of experience, with substantial work in the GCC countries, preferably the UAE. This role requires a strong skill set in managing permitting processes, as well as deep experience in senior stakeholder engagement for feasibility studies on Metro and LRT projects in the Middle East.

Key Accountabilities

• Lead the permitting processes for large-scale infrastructure projects, specifically Metro and LRT systems, ensuring compliance with local regulations and requirements.
• Serve as the Senior Stakeholder Manager for large feasibility studies, effectively managing communication and coordination with authorities, regulatory bodies, and other key stakeholders in the Middle East.
• Work closely with project teams to understand requirements, identify potential challenges, and devise strategies to streamline the permitting process.
• Develop and maintain strong relationships with relevant authorities, ensuring that permits are secured on time and in accordance with project schedules.
• Provide expert guidance and support to junior permit engineers and other project staff, sharing knowledge and best practices.
• Represent the organization at stakeholder meetings, regulatory discussions, and community engagements to advocate for project needs and address concerns.
• Collaborate with project managers, design engineers, and construction teams to align permitting requirements with project milestones and execution plans.
• Track progress and report on permitting activities, ensuring any risks or delays are promptly addressed and communicated to relevant parties.
  
  
  

Education

Bachelor’s Degree in Civil Engineering or Engineering General

Qualifications

• Minimum of 15 years of experience working on large infrastructure projects, with a focus on Metro and LRT systems.
• Extensive experience in the GCC region, ideally within the UAE, including a solid understanding of local regulations and permitting processes.
• Proven ability to manage stakeholders effectively, especially in large feasibility studies involving complex coordination requirements.
• Strong knowledge of infrastructure permitting, regulatory requirements, and compliance standards for transport projects in the Middle East.
• Excellent interpersonal, negotiation, and communication skills, with the ability to engage with high-level stakeholders, including government bodies and regulatory authorities.
• Bachelor's degree in Civil Engineering, Transportation Engineering, or a related field. A Master’s degree would be an advantage.
• Proficiency in managing permitting schedules and documentation, with a keen focus on minimizing project delays and ensuring regulatory compliance.
• Familiarity with Metro and LRT design and construction practices.
• Ability to lead cross-functional teams and manage relationships across various cultural contexts.
• Experience with project management tools and software.
• Arabic language skills would be an advantage, but are not mandatory.
• Strong problem-solving skills, with the ability to anticipate issues and develop effective solutions.
• Detail-oriented and organized, with a proactive approach to managing complex permitting processes.
• Demonstrated leadership in guiding teams through regulatory challenges in a multi-stakeholder environment.
