- Client > Secondment for a Corporate Client
- Ideal Candidate > the Client is seeking a visionary and execution-focused General Manager to lead the establishment and operationalization of an entity dedicated to facilitating the procurement of infrastructure projects in Abu Dhabi, including Public-Private Partnership (PPP) infrastructure projects. The GM will be responsible for scaling up the organization from the ground up, driving strategic alignmen, and ensuring the successful procurement of infrastructure projects across the Emirate. The General Manager will lead the company in delivering an end-to-end solution for the government across the project lifecycle, including project identification, preparation, structuring, procurement, and oversight of implementation.
- Tasks and Responsibilities > 1) Contribute to the definition and execution of the company’s vision, mission, and strategic roadmap in alignment with Abu Dhabi’s infrastructure priorities. 2) Represent the company in high-level engagements with government entities, private sector partners, and investors 3) Oversee the legal formation, regulatory compliance, and organizational structuring of the company. 4) Establish core systems, tools, and processes to enable efficient project delivery. 5) Drive the end-to-end lifecycle of infrastructure projects (including PPP projects)—from early-stage project screening and concept development, pipeline development and feasibility to procurement, with an strategic oversight of the construction, and operations phases. 6) Ensure robust project preparation, including demand analysis, value-for-money assessments, and risk allocation strategies. 7) Facilitate inter-agency coordination to align infrastructure projects with broader economic and social development goals. 8) Develop and manage the company’s budget, funding strategy, and financial reporting 9) Support the government in developing financial models, funding strategies, and risk mitigation instruments for infrastructure projects
- Required qualifications > Bachelor’s degree in Engineering, Business Administration, Public Policy, or related field (required). 15+ years of experience in infrastructure projects, with exposure to PPPs and other large-scale capital projects, with at least 5 years in a senior leadership role. Proven track record in setting up or leading infrastructure delivery organizations or SPVs. Deep understanding of PPP frameworks, infrastructure finance, and public sector governance. Experience working with government entities, sovereign wealth funds, or development agencies in the GCC is highly desirable. Arabic speaking is a requirement for this opportunity
