Job Brief:
We are seeking a qualified HSE Engineer to join our client’s manufacturing operations in Dubai. The ideal candidate will have hands-on experience in implementing and maintaining Health, Safety & Environment (HSE) systems, ensuring compliance with the region's regulations and international standards such as ISO 45001 and ISO 14001. The role requires someone with strong leadership skills to drive continuous improvement in safety culture and ensure a safe and compliant work environment, including night shift operations.
Job Responsibilities:
Management System:
- Develop, implement, and monitor safety policies and procedures in line with local, state, and company regulations.
- Ensure adherence to organizational HSE policies and frameworks.
- Oversee compliance with ISO 45001 and ISO 14001 standards.
Hazard Identification & Risk Assessment:
- Conduct hazard identification and risk assessments (HIRA) as per company guidelines.
- Recommend and implement preventive and corrective actions for identified risks.
Equipment Safety:
- Ensure timely inspection and maintenance of safety equipment (internally or via third parties).
- Maintain method statements and LOTO (Lockout/Tagout) procedures for all machinery on site.
HSE Goals & Programs:
- Define and monitor company-wide and departmental HSE objectives.
- Develop and execute comprehensive safety and environmental programs.
- Drive continuous improvement initiatives to reduce workplace risks and enhance safety culture.
Training & Awareness:
- Design and implement training programs on safety procedures, hazard awareness, and the use of PPE.
- Coordinate with HR to ensure compliance with training and competency requirements.
Incident & Emergency Management:
- Establish effective incident reporting, investigation, and corrective action processes.
- Analyze incident trends to recommend preventive measures.
- Administer worker compensation cases and maintain incident records.
- Develop and execute emergency response plans; conduct emergency drills regularly.
Environmental & Waste Management:
- Oversee waste management processes and maintain compliance records for hazardous waste.
- Conduct regular air and water quality evaluations.
- Ensure all environmental permits and licenses are valid and up to date.
Assurance & Reporting:
- Perform safety inspections, prepare reports, and follow up on corrective actions.
- Maintain accurate HSE performance data and environmental reports.
- Participate in safety committee meetings and ensure clear communication across departments.
Permit to Work (PTW):
- Ensure effective implementation of the PTW system for all critical and non-routine tasks.
- Conduct training sessions for staff on PTW procedures.
Job Requirements:
- Bachelor’s Degree in Mechanical, Industrial, or related Engineering field.
- NEBOSH certification is mandatory.
- 3–7 years of experience in a similar role within the manufacturing or infrastructure industry.
- Strong understanding of ISO 45001 and ISO 14001 management systems.
- Must be open to night shift assignments.
- Excellent communication, leadership, and problem-solving skills.
