HR Operations Specialist MEA
ADB SAFEGATE

Smarter, Better, Now.
The Opportunity
As our HR Operations Specialist, you'll own and shape the HR services for our teams across a diverse and dynamic region: the UAE (Dubai, Abu Dhabi), Saudi Arabia, Qatar, Kuwait, India, Turkey, and South Africa. You'll be the trusted first point of contact for our employees, responsible for creating a seamless and positive experience while expertly navigating the unique complexities of each country's labour laws and regulations.
This role is a critical blend of operational expertise and hands-on payroll management. You'll be responsible for everything from answering daily inquiries to executing flawless, multi-country payroll, ensuring compliance and accuracy at every step. Your goal is to deliver exceptional value by fostering a supportive environment and continuously seeking opportunities for improvement across this challenging and exciting region, including revamping our regional onboarding process and supporting employee career growth and development.
You will make an impact by….
- Be the Regional HR Expert: Act as the first point of contact for all employee inquiries across the MEA region, providing timely and accurate guidance on topics including benefits, leave, time registration, and local policies.
- Deliver Flawless Regional Payroll: Take full ownership of the end-to-end monthly payroll for the UAE, Saudi Arabia, Qatar, Kuwait, India, Turkey, and South Africa. This includes managing external vendors and handling country-specific complexities like end-of-service gratuity (GCC), statutory contributions (India, Turkey, South Africa), and the Wage Protection System (WPS).
- Drive Regional HR Administration: Expertly manage all employee documentation throughout their journey with us, from contracts and onboarding (with a focus on process improvements) to job changes, and visa and work permit processing for expatriate employees across the GCC.
- Ensure Data Integrity & Compliance: Maintain pristine accuracy of employee data across all HR systems (SuccessFactors, ProTime, etc.), ensuring full compliance with the distinct labour laws and data privacy regulations in each country.
- Enhance the Employee Experience: Troubleshoot employee issues with empathy and cultural awareness, providing thoughtful solutions that create a consistently positive work environment across diverse locations. This includes contributing to initiatives that support employee career growth and development.
- Improve & Innovate: Identify opportunities for significant process improvement and automation tailored to regional needs. You will document processes, update policies, and help keep our HR SharePoint pages current and relevant for all employees. You'll also play a key role in revamping our regional onboarding process to ensure a best-in-class experience.
- Collaborate and Support: Partner closely with the HR Director on regional strategic tasks, support local events, and prepare standard and ad-hoc reports by analysing data from across the region.
- Manage Vendor Relationships: Oversee relationships with payroll and insurance providers across the region, managing renewals and ensuring service level agreements are met.
The talent we want to inspire has...
- Essential Regional Experience: You must have proven, hands-on experience managing HR operations and payroll across several of the specified countries.
- Deep Regulatory Knowledge: Demonstrable expertise in the labour laws, statutory requirements, and payroll regulations of the GCC (UAE, KSA, Qatar, Kuwait) is mandatory. Familiarity with the legal frameworks of India, Turkey, and South Africa is a significant advantage.
- Expatriate & Visa Management Expertise: Proven experience supporting the entire employee mobility lifecycle, including partnering with our PRO Team members across the region regarding new visa applications, renewals, and cancellations within the GCC.
- A tech-savvy mindset with hands-on experience using HRIS systems (SuccessFactors is a strong plus).
- Exceptional attention to detail and a commitment to accuracy, especially when dealing with complex calculations and legal requirements.
- A genuine passion for helping others and providing an outstanding employee experience in a multicultural context.
- Excellent problem-solving skills and the ability to adapt to the frequent changes of a dynamic, multi-country environment.
- Fluency in English is required; proficiency in Arabic would be a strong asset.
