Role Purpose

To ensure that all health, safety, and environmental policies and procedures are implemented and adhered to across all project sites. The HSE Officer is responsible for promoting a safe work environment, preventing accidents, ensuring legal compliance with UAE regulations, and supporting continuous improvement in HSE performance across MEP projects.

Key Accountabilities
  • Implement and monitor HSE policies, procedures, and standards in compliance with UAE laws and company requirements.

  • Conduct daily site inspections to ensure that safety rules and best practices are followed by all employees and subcontractors.

  • Identify potential hazards, unsafe acts, and unsafe conditions, and take immediate corrective and preventive actions.

  • Organize and conduct toolbox talks, safety inductions, and HSE training sessions for site personnel.

  • Prepare and maintain HSE documentation, including risk assessments, method statements, incident reports, and safety statistics.

  • Investigate and report accidents, near misses, and unsafe conditions, and ensure corrective measures are implemented.

  • Coordinate with project and site teams to promote a strong safety culture and environmental awareness.

  • Ensure proper use of PPE (Personal Protective Equipment) and compliance with site safety signage and procedures.

  • Assist in emergency preparedness and response planning, including conducting mock drills.

  • Liaise with local authorities and consultants to ensure compliance with HSE requirements and obtain necessary approvals.

  • Support the HSE Manager in implementing ISO 45001 and ISO 14001 management systems.

Qualifications, Experience, Knowledge & Skills
  • Diploma or Bachelor’s Degree in Engineering, Occupational Health and Safety, or related field.

  • Minimum 3–5 years of experience as an HSE Officer in MEP or construction projects within the UAE or GCC.

  • Certified in NEBOSH IGC, IOSH, or equivalent HSE qualifications (mandatory).

  • Strong knowledge of UAE HSE regulations, codes of practice, and authority requirements (e.g., DM, ADNOC, DCD).

  • Experience in preparing and maintaining HSE documentation and incident investigation reports.

  • Excellent observation, communication, and reporting skills.
