Role Overview
Support in overseeing and managing financial and strategic petroleum affairs, ensuring the effective review and execution of business plans, agreements, and feasibility studies related to the petroleum sector. Coordinate with internal and external stakeholders to guarantee the alignment of oil-related projects with the best interests of the Emirate and the country, and ensure compliance with financial and regulatory requirements.
Key Responsibilities
Support in overseeing and managing financial and strategic petroleum affairs, ensuring the effective review and execution of business plans, agreements, and feasibility studies related to the petroleum sector. Coordinate with internal and external stakeholders to guarantee the alignment of oil-related projects with the best interests of the Emirate and the country, and ensure compliance with financial and regulatory requirements.
Key Responsibilities
- Oversee the review and analysis of business plans and feasibility studies for ADNOC and other strategic petroleum projects, ensuring they align with the Emirate’s long-term goals and strategic vision.
- Lead the preparation and negotiation of concession and partnership agreements, providing expert recommendations on tax, financial, and legal terms in collaboration with ADNOC and other key stakeholders.
- Manage coordination with concession companies and strategic partners to ensure the effective execution and alignment of agreements and projects with the Emirate’s interests.
- Monitor and analyze trends in oil prices and production rates, and assess their broader economic impact on the Emirate of Abu Dhabi, providing actionable insights to senior management.
- Oversee the development and review of concession agreements and related documents for presentation to the Supreme Council, ensuring comprehensive and strategic recommendations.
- Lead the development of detailed feasibility studies for concession and partnership projects in close collaboration with ADNOC, ensuring they meet financial, operational, and regulatory criteria.
- Manage the preparation of the annual oil revenue budget for the Government of the Emirate of Abu Dhabi, ensuring accurate projections of tax, royalty, and other revenue streams, and presenting to the Supreme Council.
- Oversee the verification and audit of payments related to taxes, royalties, and other revenues, ensuring compliance with financial policies, regulations, and contractual agreements.
- Ensure the implementation of robust financial policies and practices related to concession and partnership agreements, working closely with operating companies to ensure alignment.
- Lead coordination with auditors and tax consultants to review and approve capital and operational costs associated with petroleum sector agreements.
- Monitor and manage the tracking of payments from partner shareholders, ensuring that all tax, royalty, and other payments are received in a timely and accurate manner.
- Supervise the collection of petroleum port revenues and ensure proper and efficient deposit into the Government of Abu Dhabi’s account, reporting on any discrepancies.
- Oversee the preparation of financial reports, balance sheets, and final accounts for ADNOC, ensuring adherence to auditing standards and regulatory requirements.
- Provide leadership in managing legacy operations and files, ensuring their proper follow-up, implementation, and closure.
- Serve as a key advisor to the Senior Director on strategic initiatives, offering expert insights and recommendations for ongoing and future petroleum sector projects.
- Drive operational efficiency by ensuring all financial and strategic petroleum affairs are managed in a timely, accurate, and compliant manner, contributing to the success of the Emirate’s broader energy objectives.
- Perform any other tasks related to financial and strategic petroleum affairs as directed by the Senior Director .
- Bachelor's degree or higher, in Economics or Finance or equivalent in a similar specialty that is appropriate for the job duties with a minimum of 6 years of experience.
- Certified Management Accountant (CMA) or equivalent is preferred.
