This is an exciting opportunity for an experienced Pre-Commissioning Supervisors with a proven track record to ensure systems and equipment are tested, verified, and ready for safe transition to commissioning in accordance with project specifications and HSE standards.

The key objectives for this role are

  • Lead and coordinate pre-commissioning activities to ensure systems are safely and systematically prepared for commissioning, in compliance with project specifications and safety standards.
  • Oversee the execution of flushing, blowing, cleaning, and static testing, ensuring procedures are followed and equipment is properly preserved before handover.
  • Liaise with construction, QA/QC, and commissioning teams to ensure mechanical completion is achieved and systems are ready for pre-commissioning on schedule.
  • Ensure accurate documentation and reporting of pre-commissioning progress, punch list status, and system readiness.
  • Promote and enforce strict adherence to HSE protocols, ensuring safe execution of all field activities during pre-commissioning.

Responsibilities

Key Accountabilities and Responsibilities:

  • Lead and supervise all pre-commissioning activities such as flushing, hydrotesting, air blowing, chemical cleaning, and leak tests in line with project specifications and approved procedures.
  • Ensure system readiness by verifying mechanical completion status in collaboration with construction and QA/QC teams before initiating pre-commissioning.
  • Coordinate with discipline engineers, subcontractors, and commissioning teams to prioritize systems and align pre-commissioning activities with the overall commissioning schedule.
  • Prepare and review pre-commissioning procedures, method statements, and checklists, ensuring all safety and quality requirements are addressed.
  • Track and document progress of system pre-commissioning, including test records, punch list closures, and readiness status for handover to commissioning.
  • Uphold strict compliance with HSE standards, enforcing permit-to-work systems and conducting toolbox talks before all field activities.
  • Report anomalies, non-conformities, or deviations, and implement corrective actions in coordination with engineering or construction leads.
  • Train and mentor site personnel, ensuring clear understanding of pre-commissioning processes, safety measures, and project protocols.

People

  • In conjunction with the Engineering Manager, manages succession planning for direct reports.
  • Provides coaching and mentoring for direct reports.
  • Actively supports recruitment, selection, transfers and promotion of resources to meet succession and business plans.
  • Support the development and retention of motivated and qualified people.
  • Ensures support and set performance expectations of direct reports.

Process Ownership

  • Continuous promotion of, and adherence to, the discipline specific procedures and providing feedback for continuous improvement.
  • Support the development and delivery of the technical assurance framework.
  • Monitor compliance with qualified standards. Participate in incident investigations as required.

Subject Matter Expertise

  • Responsible in own discipline to provide support to the business.
  • Ensuring learning opportunities are captured and realized.
  • Responsible in knowledge of regulatory framework and associated legislation.
  • Perform the role of Technical Authority when appointed to do so.
  • Supporting and supervising tasks delegated to direct reports / respective team.
  • Management of key stakeholders in the execution and delivery of contracted activities.
  • Manage and direct resources efficiently and effectively.
  • Demonstrate current knowledge with industry and technology development within discipline.
  • Demonstrate continual professional development

Qualifications

  • Diploma or Bachelor's degree in Mechanical, Electrical, Instrumentation Engineering or a related technical field.
  • 8–10 years of experience in pre-commissioning and commissioning activities, with at least 3–5 years in a supervisory role on large EPC/EPCM projects.
  • Proven track record in overseeing pre-commissioning of systems such as piping, rotating equipment, electrical panels, and control systems.

Key Technical Skills

  • In-depth understanding of pre-commissioning procedures such as hydrotesting, air blowing, chemical cleaning, system leak testing, and preservation.
  • Familiarity with international standards (API, ASME, IEC) and project documentation like P&IDs, loop diagrams, and test packs.
  • Proficiency in progress monitoring, punch list coordination, and readiness checklists.

Soft Skills & Competencies

  • Strong leadership and coordination abilities in a multi-discipline, multicultural site environment.
  • Excellent communication and reporting skills, especially for interfacing with construction, QA/QC, and commissioning teams.
  • Safety-conscious and highly detail-oriented under field conditions.
  • Clear and professional communication skills, both written and verbal
  • Flexibility to work in remote or challenging site environments and adjust to project timelines
