Principal Specialist Business Continuity

Job Objective

Manage the Business Continuity activities of UAE Accountability Authority (UAEAA) including but not limited to Business Continuity Management System development and implementation; Health and Safety (HS) management and Emergency Response management in compliance with National Emergency Crisis and Disaster Management Authority (NCEMA) standards, ISO: 45001 Health and Safety requirements and Occupational Safety and Health UAE (OSHAD) framework to provide capability to continue the day to day operations during disruptions and ensure a safe and healthy working environment to all employees.

Key Responsibilities/Duties

• Strategy and Planning
• Develop and manage the implementation and update of the section related policy, procedures manual, delegation of authority, systems user manuals and standard forms, and ensure compliance across the Authority and alignment with UAEAA’s overall policies and procedures.
• Develop and manage the implementation, and update of the section’s strategic, budget and procurement, and operational plans ensuring alignment with the department and sector’s strategy and objectives, and UAEAA’s mission and vision.
• Ensure effective cascading of the department and sector’ strategy and objectives, and UAEAA’s mission and vision into the section’s strategic, budget and procurement, and operational plans to achieve UAEAA’s overall objectives.
• Develop the section’s Key Performance Indicators (KPIs) in line with UAEAA’s overall objectives and ensure individual KPIs are met to improve efficiency and effectiveness.

Business Continuity Management

• Manage the development and implementation of Business Continuity Management System including governance framework, policy and procedures, strategy, and plans in accordance with NCEMA standards to ensure continuity of operations during disruption and emergencies.
• Design and manage business continuity awareness programs and trainings to create awareness and equip all employees on how to response in case of disruptions.
• Manage business impact analysis and risk assessment to ensure strategies, and business continuity plan are developed according to needs of the organizational units for continuous operation in case of disruption.
• Manage the testing and exercise of business continuity plan to monitor UAEAA level of preparedness in case of disruption.
• Manage the development and implementation of UAEAA business continuity plan based on the consolidated plan submitted by the organizational units.
• Manage the monitoring of performance of business continuity management system to ensure objectives are met.
• Review reports on the performance of the business continuity management system and provide recommendation for non-conformities and mitigate risks.
• Manage the development and implementation of a yearly business continuity audit program to ensure conformance of the organization to ISO 22301: 2019 and NCEMA.
  
  

Health And Safety Management

• Manage and lead the development, implementation and update of health and safety strategy, policies, procedures, processes, plans, statistics, and systems across UAEAA to ensure risks are reduced and controlled in compliance with legal requirements, and in line with OSHAD-RF and ISO: 45001 Health and Safety requirements.
• Manage the application of health and safety standards in accordance with the health and safety (HS) regulations and the requirements of the UAE Public Health Centre (ADPHC).
• Manage related inspections and audits to ensure compliance with health and standards of UAEAA, review audit findings and provide feedback and recommendations.
• Design health and safety awareness programs and trainings to make sure that all employees are properly informed about the related requirements.
• Evaluate the performance of vendors against the established service level agreements, and proposes the required rectifications as needed.
• Manage investigation and analysis of the root cause of non-compliance incidents, near-misses, hazards, and other observations; and reports the findings to the management.
• Manage risk assessments in line with the UAEAA health and safety policy and procedures and ensure implementation of required corrective and preventative measures.
• Manage the periodic emergency response exercises and drills to monitor UAEAA level of preparedness in case of an emergency in coordination with concerned parties.
• Keep current with the latest statutory and regulatory requirements to ensure compliance of the same.
• Talent Management and Development
• Manage the effective achievement of assigned section operational goals through effective leadership by setting individual objectives, managing performance within the section, and developing and motivating the team to maximize performance.
• Monitor a section’s training plan to ensure that the team attends all trainings and development activities required for the role for continuous performance improvements.
• Conduct performance evaluation of subordinates against KPIs by monitoring individual performance, reviewing progress reports, recommending corrective actions, and providing overall assessment to support the achievement of UAEAA’s overall objectives.
• Manage team workload within the section through the appropriate delegation of work.
• Motivate subordinates, especially focusing on developing capabilities of UAE National employees, to develop a motivated and high-performance team.
• Corporate
• Ensure employee adherence and compliance with all UAEAA corporate policies, procedures and guidelines (HR, IT, Procurement, Finance, Health and Safety etc.) within the assigned section.
• Manage and review section’s related correspondence such as e-mails, memos, and letters to ensure professionalism, completeness and accuracy of information.
• Manage the retention, documentation, preservation, and archive of section’s related physical and electronic records in accordance with relevant policies and procedures.
• Manage any section related queries and ensure that required response and support are provided to relevant UAEAA’s organizational units and employees as and when required.
• Ensure relevant technologies used within UAEAA are utilized by employees in order to optimize work efficiency.
• Ensure compliance with UAEAA’s values, Code of Business Conduct and ethics at all times to support the establishment of a value driven culture within the Authority.
• Ensure the implementation of the relevant health and safety legislation, policies and procedures, in the performance of duties within the assigned section.
• Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
• Ensure that all reports are prepared accurately, submitted timely and meet UAEAA requirements and quality standards.

• The level of performance should reflect the academic qualification, type of courses in the field of specialization, employee job level, and the level of productivity.
• The academic and professional certificates required and approved by UAEAA should be acquired within the period specified and based on the employee’s Individual Development Plan.
• Perform the task and responsibilities independently unless an approval or directive was obtained to delegate the task to other employees in case of incapability to perform the tasks and responsibilities.
• Ensure teamwork, collaboration, and dedication in performing duties.
• Showcase a strong leadership to the team members.
• Knowledge and awareness about the capabilities of the subordinates and showcase a strong knowledge in the field of specialization.
• Provide the required support and guidance to the subordinates.

Requirements Minimum

Academic Qualifications

• Advanced First Aid and CPR license and certificate

Professional Experience

• 10 - 12+ years of relevant experience in implementing and maintaining “Health and Safety and Business Continuity” procedures, processes, and systems within an organization with preferably 6 years in supervisory role.
• Advanced knowledge of recognized HS standards such as OSHAD-RF and ISO 45001, etc.
• Exposure to health & safety “procedures, processes and systems”.
• Exposure to NCEMA Business Continuity standard.
