Project Director (Infrastructure)

The Project Director (Infrastructure) is responsible for leading the end-to-end delivery of large-scale, complex civil and infrastructure projects, including roads, utilities, bridges, and marine works - from inception to completion. This role ensures the successful delivery of projects on time, on budget, and to the highest standards of safety, quality, and sustainability.
The position demands a commercially astute and technically strong leader who can manage complex stakeholder relationships, drive operational excellence, and inspire a high-performing project team across all delivery phases
Key AccountabilitiesProject Delivery
- Lead all phases of project delivery from design management, procurement, and construction through to handover.
- Develop and manage project budgets, schedules, and execution strategies to meet time, cost, and quality objectives.
- Review KPIs, progress, and performance metrics to ensure alignment with overall project goals.
- Manage design coordination, change control, and client approvals for all project variations.
- Identify risks early and implement recovery or mitigation plans to maintain control of schedule and cost.
- Ensure full compliance with all statutory, regulatory, and company standards.
Commercial & Contract Management
- Oversee commercial management of contracts, claims, and change orders in collaboration with the commercial team.
- Ensure projects are commercially viable and achieve or exceed planned profitability targets.
- Support value engineering initiatives to maximise efficiency and optimise cost.
Technical Leadership & Quality
- Promote technical excellence and ensure high-quality standards throughout all stages of construction.
- Drive innovative engineering and construction solutions, including the integration of digital tools where appropriate.
- Ensure compliance with safety, sustainability, and environmental standards in line with Innovo policies.
Stakeholder & Client Management
- Act as the primary point of contact with clients, consultants, subcontractors, and government authorities.
- Lead coordination with internal departments including Planning, Procurement, Cost Control, Finance, HSE, and Quality.
- Build trusted relationships through proactive communication and delivery confidence.
Team Leadership & Development
- Lead, motivate, and mentor Project Managers and multidisciplinary teams to deliver project objectives.
- Build a collaborative, performance-driven culture focused on accountability and results.
- Ensure clear allocation of resources, responsibilities, and reporting structures.
Financial & Risk Management
- Monitor project financial performance, identify risks, and ensure effective controls are in place.
- Manage all reporting on progress, forecasts, and risk to the Managing Director and senior leadership.
Health, Safety & Sustainability
- Demonstrate visible leadership in HSE performance and culture.
- Approve and allocate resources for HSE implementation and continuous improvement.
- Ensure all projects are delivered with environmental and sustainability considerations at the core.
Qualifications, Experience, Knowledge & Skills

Minimum 20 years’ experience in infrastructure construction, with at least 10 years in senior project leadership, specifically in land and marine infrastructure works.

Broad experience managing multidisciplinary teams within complex, multinational, and multicultural environments.

Strong business and commercial acumen, with the ability to align strategies to market realities, competitive pressures, and business objectives.

Bachelor’s degree in Civil or Infrastructure Engineering, Construction Management or a related field. A Master’s degree is an advantage.

Professional qualification in Project Management or Construction Management (e.g. PMP, PRINCE2, RICS) is a plus.

Advanced knowledge of construction management processes, methods, and systems, with hands-on experience in planning, procurement, and project controls.

Expert knowledge of roads, infrastructure, and marine construction, including technical standards, regulations, and quality benchmarks.

Deep understanding of all facets of the construction process with the ability to anticipate challenges and manage technical complexities.

Strong leadership, communication, and interpersonal skills with proven capability in conflict resolution and crisis management.

Demonstrated experience in managing and delivering multi-million AED value projects to successful completion.
