Parsons is looking for an exceptionally talented Project Director to join our dynamic team in the United Arab Emirates. In this pivotal role, you will oversee the entire lifecycle of a multi-billion-dollar metro/rail project that combines cutting-edge technology, sustainable design, and innovative engineering solutions, and ensure seamless delivery in line with all program requirements from concept design through to project closeout.

Job Description
Parsons is looking for an exceptionally talented Project Director to join our dynamic team in the United Arab Emirates. In this pivotal role, you will oversee the entire lifecycle of a multi-billion-dollar metro/rail project that combines cutting-edge technology, sustainable design, and innovative engineering solutions, and ensure seamless delivery in line with all program requirements from concept design through to project closeout.
What You'll Be Doing
- Establish program requirements for all areas of the project and monitor draft and final deliverables for adherence to these criteria.
- Oversee the establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other necessary documents.
- Act as the Company representative with the client and selected subcontractors during program execution.
- Negotiate changes to the scope of work with the client and key subcontractors.
- Collaborate with Business Development to market and secure additional work with the client.
- Participate in negotiations with regulatory agencies and in public meetings in support of clients.
- Follow up on instructions and commitments associated with the project.
- Develop and distribute a project summary to all members of the project team for reference.
- Provide direction and management for every phase of significant projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations.
- Mobilize company resources to create project teams capable of completing effective, quality work.
- Discuss qualifications required of key project positions with profit center and department managers.
- Collaborate with office facilities staff to address project space requirements.
- Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for various elements of the project.
- Devise and execute action plans to rectify potential cost overruns or delays, or accommodate significant changes to the scope of work; advise the client and company management of any such changes.
- Maintain current and timely change orders.
- Promote technical and commercial excellence on the project through application of Quality Assurance processes.
- Monitor and report to management on the progress of all project activity within the program, including significant milestones and any conditions affecting project cost or schedule.
- Establish weekly meetings to review project status and formulate action items.
- Perform other responsibilities associated with this position as may be appropriate.
- Bachelor's Degree in Engineering or related technical/business field.
- Over 20 years of progressive experience in managing large-scale infrastructure projects, with a proven track record of successfully delivering multi-billion-dollar metro and rail projects, driving them from concept design through to project closeout.
- Broad general technical and business background.
- Previous project management experience on similar or related large-scope project types.
- Significant project management or construction management assignments at the Project Director level.
- Experience in operations management of personnel and facilities.
- Advanced leadership skills with the ability to perform in a management capacity.
- Excellent written and oral communications skills.
- Thorough knowledge of industry practices and regulations.
- Advanced knowledge of current technology and how it can be effectively utilized on the project.
- Must be capable of managing a project or program valued in excess of $1 billion in total installed cost.
