Context
As a Quantity and Commercial Specialist, you will be part of SYSTRA Dubai’s DB&I Operations team and will play a pivotal role in ensuring the efficient planning, monitoring, and control of our projects. You will work closely with bid managers, project managers, technical coordinators / managers, and engineers from the project team as well as with the Client’s team to ensure that projects are delivered on time, within scope, and within budget.

Context
As a Quantity and Commercial Specialist, you will be part of SYSTRA Dubai’s DB&I Operations team and will play a pivotal role in ensuring the efficient planning, monitoring, and control of our projects. You will work closely with bid managers, project managers, technical coordinators / managers, and engineers from the project team as well as with the Client’s team to ensure that projects are delivered on time, within scope, and within budget.
Missions/Main Duties
- Cost Estimation: Collaborate with architects, engineers, and other stakeholders to prepare accurate and comprehensive cost estimates for projects.
- Material and Resource Procurement: Identify and quantify the materials, equipment, and resources required for the project, ensuring accurate cost analysis.
- Tender Documentation: Prepare tender documents, bills of quantities, draft / review contracts and or subcontracts and other relevant documents for submission to potential contractors, ensuring clarity and accuracy.
- Vendor Assessment: Evaluate and select suitable contractors and suppliers through a thorough assessment of their capabilities, experience, and pricing.
- Budgeting: Assist in the development of project budgets, considering cost variations, potential risks, and contingencies.
- Commercial Discussions: Engage in discussions with contractors to validate and confirm material, quantities, rates applied and prices.
- Cost Control: Assist the Project Control Specialist in monitoring project costs throughout the design and construction phase, identifying potential deviations from the budget and recommending corrective actions.
- Change Management: Support the Commercial and Contracts team to evaluate and assess variations, change orders, and additional work requests, providing accurate cost impact assessments.
- Valuation and Payment: Regularly assess the progress of work on-site, valuate completed work, and ensure timely and accurate payment certification for sub-contractors and suppliers.
- Risk Management: Support the Project control team to identify, analyze, and mitigate potential financial and contractual risks that could impact the project's success.
- Reporting: provide inputs to the project team to generate and present detailed cost reports, financial forecasts, and progress updates to project managers, senior management, and stakeholders.
- Dispute Resolution: Assist in the resolution of disputes or claims that may arise during the project, ensuring compliance with contractual obligations and applicable laws.

Profile/Skills
Degree In Quantity Surveying, Contracts Management Or Civil Engineering; Affiliation With RICS Or Similar Institutions Is Advantageous. You Will Also Possess
- Minimum of 5 years' experience as Quantity Surveyor/ Commercial Specialist, especially in infrastructure projects.
- Proficient in quantity & cost estimation and procurement processes.
- Pre and post-contract experience - Experienced in quantity take-off, preparation Bills of Quantities (BoQ) and cost estimations.
- In-depth knowledge of CESMM4 & NRM methods of measurement and experience in preparation BoQs in those formats.
- Proficient in the use of REVIT, CIVIL 3D & Auto CAD software.
- Excellent communication skills, both written and verbal, for effective collaboration with internal and external stakeholders.
- Experience in financial reporting
