Job Description

Parsons is seeking an experienced Pre-Contract Quantity Surveyor to join their team. The ideal candidate will have a proven track record in construction tender management and tender evaluation processes, demonstrating their ability to manage the full spectrum of pre-contract activities.

The candidate should be a strong team player, with the ability to collaborate effectively with colleagues and stakeholders across various functions. Additionally, they must be able to work efficiently under pressure, ensuring deadlines are met without compromising the quality of their work.

The successful applicant will be expected to complete assignments with minimal supervision, showcasing strong problem-solving skills and the ability to take initiative when needed.

What You'll Be Doing

  • Review and evaluate submitted tenders, conduct comparative analysis, and make recommendations for contract awards.
  • Accurately measure and prepare Bills of Quantities based on drawings, specifications, and client requirements.
  • Assist in selecting contractors and suppliers, ensuring the procurement process aligns with budgetary and project requirements.
  • Participate in negotiations with contractors and suppliers to ensure favorable terms and competitive pricing.
  • Draft and prepare contract documentation, including letters of acceptance, tender reports, and award recommendations.
  • Provide regular updates and reports on the progress of tender processes, cost estimates, and pre-contract activities to senior management.


What Required Skills You'll Bring

  • Bachelor’s Degree in Engineering, Construction Management or Quantity Surveying field with 7 to 10 years preferably relevant UAE experience.
  • Strong experience in managing construction tenders from submission to final recommendation.
  • Expertise in evaluating tender documents, comparing bids, and making recommendations for award.
  • Proficient in preparing detailed cost estimates and budgets.
  • In-depth understanding of various contract types and procurement strategies.
  • Excellent interpersonal skills to work within a team and communicate effectively with stakeholders.
  • Ability to manage multiple projects and meet tight deadlines under pressure.
  • Demonstrates a proactive approach to resolving issues and the ability to work independently with minimal supervision.
  • Strong accuracy in preparing and reviewing tender documentation, ensuring all details are precise.
  • Proficiency in using quantity surveying software and MS Office Suite.
