Job Summary: The Health and Safety Officer will be responsible for ensuring the highest standards of occupational health, safety, and environmental compliance across all operational areas within Dubai Airport. This role involves the development, implementation, and monitoring of robust HSE policies, procedures, and training programs, ensuring strict adherence to UAE safety regulations and international airport safety standards. The incumbent will play a crucial role in fostering a proactive safety culture and minimizing workplace risks for all employees, contractors, and airport stakeholders.

Responsibilities

  • Regulatory Compliance:
    • Ensure full compliance with all relevant UAE Federal and Emirate-specific health, safety, and environmental laws, regulations, and standards (e.g., OSHAD, Dubai Municipality guidelines, Civil Aviation Regulations, etc.).
    • Stay updated with changes in local and international HSE legislation relevant to airport operations and implement necessary adjustments to policies and procedures.
  • HSE Management System:
    • Assist in the development, implementation, and maintenance of the company's Health, Safety, and Environmental Management System (HSEMS) in line with ISO 45001 and ISO 14001 standards.
    • Develop and review HSE policies, procedures, work instructions, and risk assessments specific to airport environments (e.g., airside operations, baggage handling, maintenance areas, passenger terminals).
  • Risk Management:
    • Conduct regular and thorough risk assessments, hazard identification, and safety audits across all airport facilities and operational areas.
    • Recommend and implement corrective and preventive actions to mitigate identified risks and ensure a safe working environment.
  • Incident Management:
    • Investigate all incidents, accidents, near misses, and occupational diseases, identifying root causes and recommending effective corrective actions to prevent recurrence.
    • Maintain accurate records of all incidents and prepare comprehensive incident reports for management and regulatory bodies.
    • Training & Awareness:
      • Develop and deliver engaging health and safety training programs for all employees and contractors, covering topics such as emergency procedures, safe work practices, confined space entry, working at heights, manual handling, and specific airport safety protocols.
      • Promote a strong safety culture through regular awareness campaigns, safety briefings, and communication channels.
    • Inspections & Audits:
      • Conduct regular safety inspections of equipment, machinery, work areas, and personal protective equipment (PPE) to ensure compliance with safety standards.
      • Prepare detailed inspection reports with recommendations for improvement and track the implementation of corrective actions.
    • Emergency Preparedness:
      • Participate in the development and review of emergency response plans, including fire safety, medical emergencies, and evacuation procedures specific to an airport setting.
      • Coordinate and conduct emergency drills and exercises.
    • Reporting & Documentation:
      • Maintain comprehensive HSE records, including permits, licenses, training logs, incident reports, and audit findings.
      • Prepare regular HSE performance reports for management, highlighting key metrics, trends, and recommendations.
    • Stakeholder Engagement:
      • Liaise effectively with airport authorities, regulatory bodies, external auditors, and contractors on all HSE matters.
      • Collaborate with department heads and employees to ensure HSE objectives are integrated into daily operations.
    Qualifications

    • Bachelor's Degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
    • NEBOSH International General Certificate (IGC) is essential. Other relevant certifications (e.g., IOSH Managing Safely, NEBOSH Diploma, Lead Auditor ISO 45001/14001) are highly desirable.
