Responsibilities:

• Lead SCADA design reviews for compliance. Approve engineering deliverables against codes, specs, and RAMS traceability.
• Drive interdisciplinary reviews for SCADA scope. Assure functionality, safety, maintainability, operability, constructability, and interfaces. Ensure coordination and consistency across draw-ings, specs, and interface documents
• Review and approve interface management plans and documents for design, construction, testing, and integration
• Administer configuration and change control for project documents and design
• Oversee system assurance processes including safety, reliability, availability, maintainability, and security studies
• Monitor assurance across safety, RAM, and security. Review safety cases, hazard logs, and V&V compliance throughout.
• Chair and lead design and engineering meetings, approval coordination, and comment resolution sessions
• Oversee SCADA FAT, FAI, and software tests. Review/approve integration FAT reports prior to equipment/software dispatch.
• Approve Safety Verification Plans for SCADA. Ensure EN50126 lifecycle steps and deliver Safety Verification Reports.
• Supervise and carry out QA/QC on contractor deliverables, including inspections, audits, and site visits for manufacturing, construction, and installation
• Review and approve contractor documentation, method statements, procedures, and equipment/material submittals
• Record, manage, track, and close out non-compliances and corrective actions
• Ensure compliance with approved designs and project requirements for delivered materials/equipment
• Manage and supervise asset delivery for stakeholders, ensuring compliance with standards/procedures
• Prepare technical reports and presentations for stakeholders and authorities
• Coordinate and monitor utility interfaces and consents, including permit applications
• Assure completion, certification, and readiness. Verify all SCADA deliverables and testing for revenue service handover.
• Administer risk management and business continuity plans, including risk register updates
• Oversee temporary/permanent works, workmanship, health & safety, factory/site inspections and testing, commissioning, and defects management
• Monitor and ensure HSSE (Health, Safety, Security, Environment) compliance on site with inspections/audits
• Liaise with local authorities for compliance with regulations/requirements
  
  
  

Qualifications:

• University degree (preferably Master’s and/or Chartered Engineer status)
• Minimum 15 years of experience in managing design and/or construction of rail projects and in the relevant technical specialty
• Experience in delivering High-Speed Rail (HSR) projects is highly preferable
• Must have held a similar role in at least one project of comparable size and complexity
• Local Experience in Middle East and/or UAE project experience is advantageous
• Fluent in spoken and written English ins mandatory; Arabic language skills would be an ad-vantage
• Skills in stakeholder management, interface management, quality assurance, project integration, and system integration are advantageous
