Objectives
Oversee planning of financial resources, securing the necessary liquidity to finance public spending, fulfill financial obligations, manage short- and long-term cash flows, in addition to developing plans to invest surplus cash for maximum returns, manage financial risks, and prepare reports for informed decisions-making.
Essential Duties and Responsibilities
- Oversee the development and implementation of Division’s strategy and ensure its alignment with the broader objectives of the Department of Finance.
- Lead financial resources planning, secure the necessary liquidity to finance public spending and fulfill all financial obligations according to the budget allocations and/or decisions issued by the relevant authority.
- Manage short- and long-term cash flows in coordination with relevant sectors that supervise government agencies, institutions, and other entities.
- Develop policies, specialized laws and guidelines for treasury and cash management in accordance with relevant local, federal laws and international best practice and benchmark.
- Contribute to the development of functional policies and procedures covering all areas of work, to ensure compliance with internal controls and to provide high quality and cost-effective services.
- Manage opening and/or closing of bank accounts with banks in different currencies for DoF and other departments and government entities and managing checks.
- Supervise all operations related to the Treasury management, and modifying signature authorizations.
- Ensure that all revenue movements are analyzed, followed up and recorded to guarantee that they are collected and credited to the department's account.
- Ensure coordination and communication with banks to follow up on treasury’s bank accounts.
- Provide the necessary support to the direct supervisor and perform any other related tasks that are assigned.
Qualifications and Experience
- Bachelor’s degree in Finance/Accounting, or its equivalent.
- A specialized certificate in the field of the job is preferred such CPA or CFA
- Preferable to have 10 to 12 years of experience in a similar field/position.
