Job Purpose

The jobholder is responsible to provide technical expertise to support the Borouge in all matters relating to fire protection and fire and emergency preparedness to ensure that all fire and emergency preparedness teams with in Borouge are suitably and sufficiently equipped with the required level of equipment and manpower to reduce fire risks to As Low as Reasonably Practicable (ALARP) in accordance with the guidelines published by ADNOC in the relevant codes of practice.

This role includes; providing support for all major and minor projects to comply the fire protection requirements in alignment with Borouge General Specification; reviewing and approving Fire Risk Assessments and conducts fire audits for fire and emergency preparedness in Borouge facilities; providing guidance and advice to project teams to ensure fixed systems, mobile equipment, procedures, etc. are in line with standard requirements; through developing guidelines and providing support to operations and maintenance for complying the ITM (inspection Test and Maintenance) requirements of fire protection system.

Key Accountabilities



Fire Compliance

  • Participate and support in the development of ADNOC Codes of Practice about fire and emergency preparedness by defining corporate technical and operational regulatory guidance in accordance with legislative requirements and internationally recognized industry best practice.
  • Oversee the implementation of the ADNOC Codes of Practice by Borouge and provide corporate guidance in the operationalization of the Fire & Emergency Preparedness.
  • Advice functions’ management on regulatory affairs with respect to modifications in Fire & Safety Law, local and international standards, and best practices.
  • Assist RSI Fire Chief / Fire Team Leaders on request to regulate, direct and coordinate ADNOC Group standards.

Readiness Audits & Inspection

  • Conduct audits and inspection on the firefighting system and capabilities and reports accordingly to the line, HSE function with necessary recommendations such as, suitability of system design based on operational suitability and application density requirements.
  • Conduct audits as per HSE audit plan to ensure compliance and provides comprehensive reports and feedback to facilitate understanding and effective implementation thereof.
  • Work in close coordination with Functions’ management and professionals to ensure continued compliance with legislative and industry standards for all fire- related matters appertaining to people, equipment, systems, and procedures.

Equipment Assessment

  • Conduct a full technical assessment of maintenance and inspections regimes to ensure reliability and effectiveness, including, where possible, expert witness testing on site and working alongside contracted installers to support Group Company FEED projects and/or system modification.
  • Provide support on firefighting capability assessments and conducts periodic GAP analysis on worst case scenario versus actual firefighting capability.
  • Clearly define shortfalls and makes suitable and realistic recommendations to remove the shortfall and ensure each facility has appropriate equipment, training, and manpower to reduce risk in accordance with ALARP principles.

Awareness & Training

  • Assist on request in Develop single core competency training matrix as an internally recognized ADNOC Group oil industry standard.
  • Introduce, facilitate, and ensure delivery of accredited training through internationally recognized accreditation organizations.
  • Lead learning and sharing of both current and pending fire related issues and provide input on regulatory updates to ensure continued compliance and best practice to safeguard lives and assets.
  • Maintain an international fire industry network, identify suitable future forums / seminars, and communicate throughout the organization and promote attendance as a continued precursor to maintaining standards and knowledge transfer within the industry.

Emergency Preparedness

  • Ensure that all Borouge’s Fire and Emergency Preparedness systems are ready to respond to emergency situations honoring Borouge’s commitments and obligations.
  • Assist Crisis Management to establish system to ensure command and support within the Group Company facility response plan framework to resolve accidents.
  • Improve and raise the practices of the team of the Fire & Emergency Preparedness system through appropriate training, competency mapping, and participation in Joint Industry Forums.

Crisis Management Support

  • Provide advisory support to Crisis Management on handling and management of emergency and crisis situations.
  • Perform fire accident investigations at company level, lead the investigation team, prepare root cause analysis and investigation reports, and present to Site Management accordingly.
  • Provide expert advice on incident dynamics to help facilitate safe and efficient resolution to incident.

Borouge Corporate Responsibilities

  • To keep abreast and knowledgeable about his / her role contribution towards the areas of Health, Safety & Environment (HSE), Sustainability, Energy Management, Ethics & Regulations, and Quality Management and its respective policies, frameworks, procedures, and objectives.
  • Comply, support, and enrich the culture and understanding of it through his / her communications with internal and external contacts.
  • Participate and contribute to the design, development and establishment of an Integrated Risk Management Framework within the Unit while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the function.
  • Ensure corporate business ethics and the Company’s Code of Conduct are communicated to employees within the function in compliance with the Corporate Policies and guidelines.

HSE Excellence

  • Keep abreast and knowledgeable on the updates for Health, Safety, Environment, Crisis Management, and Risk Registers for all the performed processes, projects, and activities within the operating zone.
  • Promote, communicate, and lead by example all the safety-related communications, updates, standards, and any related topics with co-workers and within any interface.
  • Contribute to provide timely feedback and recommendations to leverage a risk-free environment to ensure the ultimate goals of safe workplace.

Departmental Plans

  • Plan, supervise and coordinate all activities in the assigned processes / area to meet functional objectives.
  • Provide input for preparation of the section / department budgets and assist in the implementation of the approved Budget and work plans to deliver the respective objectives.
  • Contribute to the achievement of the approved Performance Objectives for the section / department in line with the company’s performance framework, and KPIs.
  • Analyze and address any significant variances to support effective performance and cost control.
  • Review, prepare, and recommend the required reports on work activities, projects, processes, etc. to next level manager in line with business requirements.

Processes & Systems

  • Implement approved the respective policies, processes, systems, standards, and procedures to support execution of the work programs.
  • Perform analysis on the respective processes and activities to ensure timely availability of the data analysis within the respective area.
  • Train and develop the assigned staff in relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
  • Provide feedback on updating and implementation of new tools and techniques to improve the quality and efficiency of processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards to define intelligent solutions for issues confronting the function.
  • Adhere to professional business relations and commercial responsibilities in the areas of customer delight, data confidentiality, business communications and representation, and Borouge’s corporate image.

Qualifications, Experience, Knowledge & Skills

Minimum Qualification

  • Bachelor’s degree in Fire Technology or engineering, plus membership of a professional accredited organization, and minimum graduate member of the Institute of Fire Engineer  Master’s Degree in HSE is preferred.
  • Internationally recognized Health and Safety qualification preferred.
  • Fluency in English Language; written and oral

Minimum Experience & Knowledge & Skills

  • A minimum of 7 - 10 years’ experience in specifically HSE Field, preferably within the Petrochemical and/or Oil & Gas Industry.
  • Minimum of 3 - 5 years’ experience in Fire Design and Engineering, or relevant HSE Occupations
  • Strong working knowledge of HSE standards, codes and work practices/ procedures in oil/gas and petrochemical applications.
  • Experience in developing and executing HSE audits and inspections and performing data analysis.
  • Preferably within the Petrochemicals or Oil & Gas Industry.
  • Experience in Development & Implementation of HSE Management System.
  • Experience in conducting HSE Assessments including HAZOP, HSEIA, QRA, JSA, etc.
  • Experience in developing HSE Training Modules & Conducting Training.
  • Strong working knowledge of HSE standards, codes and work practices and procedures in oil & gas and petrochemical applications.
  • Experience in developing and executing HSE audits and inspections and performing data analysis.
  • Experience in Risk Assessment Studies; i.e. TRA, HAZID, HAZOPS, PSSR, HSEIA, etc. Hands-on Management Systems, Safety Design, Aspect & Impact Studies, and Project Management
  • Audit skills comply with ISO45001, ISO14001, Skilled in HSEIA process, Excel in Risk Management example LOPA, SIL, Aspect & Impact, Knowledge in Fire Safety, NFPA codes, emergency response requirements.
  • Experience in HSE project implementation, HSE inspection, conducting training and awareness sessions and HSE systems.
  • Expert in HSE Management System and RC14001 requirements
  • Hands-on Risk Assessment Studies; i.e. TRA, HSEIA, aspect and Impact etc.

Professional Certifications

  • Preferable: NEBOSH / NIOSH NPG, ISO 14001 / RC, ISO 27000
