Job Purpose
The jobholder is responsible to provide with the required HSE support to the Technical and Turnaround Projects to ensure the required compliance to Borouge’s HSE’s policies, standards, and practices, while provide the required alignment and coordination with the HSE core function and professionals, and the projects’ personnel, under the guidance of the direct manager / lead.
This role includes; function as a focal point to coordinate the development of the Project HSEIA Cases in the company, supporting studies & help HSE Manager in presentation to ADNOC or other authorities as required. Maintain current HSEIA cases and follow-up for the review cycle and compilation of the “Statement of fitness” for submission to ADNOC. Support the Management of Contractor HSE (ADP).

KEY ACCOUNTBILITIES Turnaround
- Implement HSE standards and procedures for the management of the HSEIA case effort and foster a close working relationship with the other stake holders.
- Develop framework agreement requirements for HSEIA’s on Projects.
- Coordinate and facilitate working relationships with external consultants in the execution of their contracts related to HSEIA studies.
- Provide a full coordination role for the Project & Operational HSEIA Case activities, verifying and supervising the activities performed by the various contributors including contractors, and all the other entities involved in the Project.
- Prepare and maintain the Project HSEIA case process and manage the interfaces with the other departments e.g. Operations, Asset Integrity, Plant availability & Projects.
- Maintain all plans in readiness for reporting of HSEIA case activities.
- Develop the support processes and documentation that are required for the HSEIA process.
- Develop and lead the implementation of the overall process of contractor HSE Management process within Borouge.
- Participate in the HSE evaluation of bids from procurement department.
- Supporting the development and execution of the Project HSE Plan.
- Assist in ensuring compliance by all parties with HSE requirements.
- Ensuring that all project HSE activities are executed in a safe and healthy manner and recommending improvements in working practices that will reduce the risk of incidents.
- Actively supporting the development and realization of a positive, value-cantered culture, shared by the project teams, contractors and focused on HSE excellence;
- Providing input into the collection of lessons learned for the project.
- Develop Contractor HSE Competency development programme.
- Participate and active member in the Borouge HSE Excellence projects, Capital Project Excellence project, Responsible Sourcing, and supply excellence projects.
- Focal point for Contractor HSE and Welfare inspections and audits.
- Interface with HSE Support department and PTE HSE Managers for implementation of Contractor HSE requirements.
- Review, Investigate the approval for temporary / permanent land allocations to Contractors / Projects within Borouge (Ruwais).
- Demonstrate a positive and pro-active commitment to HSE through the personal application of safety critical behaviours.
- Ensure inclusion of the HSE requirements in the Contract scope of the contractors / vendors etc.
- Participate in the activity screening exercises to ensure compliance to HSE aspects is adhered to.
- Develop HSE execution plan for the Turnaround.
- Review Contractor HSE Plan for Turnaround for compliance and alignment with the Borouge Turnaround HSE Plan
- Participate in TRA’s for the activities identified to have TRA.
- Organise with Turnaround Manager PTW shelters, welfare facilities for the Contractors for Turnaround
- Conduct HSE inspections / audits as detailed in the HSE Plan
- Produce weekly HSE reports or as agreed with the Turnaround Manager
- Investigate incidents and communicate lessons learnt promptly to avoid reoccurrence during Turnaround.
- Coordinate with Plant waste management coordinators and Environment Engineer for the safe disposal of waste generated during Turnaround.
- Provide HSE feedback as learning curve for subsequent shutdown activities.
- Participate in BNBO led audits during separate phases of turnaround.
Borouge Corporate Responsibilities
- To keep abreast and knowledgeable about his / her role contribution towards the areas of Health, Safety & Environment (HSE), Sustainability, Energy Management, Ethics & Regulations, and Quality Management and its respective policies, frameworks, procedures, and objectives.
- Comply, support, and enrich the culture and understanding of it through his / her communications with the internal and external contacts.
- Participate and contribute to the design, development and establishment of an Integrated Risk Management Framework within the Unit while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the function.
- Ensure corporate business ethics and Company’s Code of Conduct are communicated to employees within the function in compliance to the Corporate Policies and guidelines.
- Keep abreast and knowledgeable on the updates for Health, Safety, Environment, Crisis Management, and Risk Registers for all the performed processes, projects, and activities within the operating zone.
- Promote, communicate, and lead by example all the safety-related communications, updates, standards, and any related topics with co-workers and within any interface.
- Contribute to provide with timely feedback and recommendations to leverage a risk-free environment to ensure the ultimate goals of safe workplace.
- Plan, supervise and coordinate all activities in the assigned processes / area to meet functional objectives.
- Provide input for preparation of the section / department budgets and assist in the implementation of the approved Budget and work plans to deliver the respective objectives.
- Contribute to the achievement of the approved Performance Objectives for the section / department in line with the company’s performance framework, and KPIs.
- Analyse and address any significant variances to support effective performance and cost control.
- Review, prepare, and recommend the required reports on work activities, projects, processes, etc. to next level manager in line with business requirements.
- Implement approved the respective policies, processes, systems, standards, and procedures to support execution of the work programs.
- Perform analysis on the respective processes and activities to ensure timely availability of the data analysis within the respective area.
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
- Provide with feedback on updating and implementation of new tools and techniques to improve the quality and efficiency of processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards to define intelligent solutions for issues confronting the function.
- Adhere to professional business relations and commercial responsibilities in the areas of customer delight, data confidentiality, business communications and representation, and Borouge’s corporate image.
Minimum Qualification
- Bachelor’s degree in industrial engineering or science, or any relevant disciplines.
- Master’s Degree in HSE is preferred.
- Internationally recognised Health and Safety qualification preferred.
- Fluency in English Language; written and oral
- Minimum of 8 years’ experience in HSE Occupations
- Preferably within Petrochemicals or Oil & Gas Industry.
- Hands-on Management Systems, Safety Design, Aspect & Impact Studies, and Project Management
- Experience in HSE project implementation, HSE inspection, conducting training and awareness sessions and HSE systems.
- Experience in conducting HSE Assessments including HAZOP, HSEIA, QRA, JSA, etc.
- Strong working knowledge of HSE standards, codes and work practices and procedures in oil & gas and petrochemical applications.
- Experience in developing and executing HSE audits and inspections and performing data analysis.
- Experience in Risk Assessment Studies; i.e. TRA, HAZID, HAZOPS, PSSR, HSEIA, etc.
- Audit skill comply with ISO45001, ISO14001, Skilled in HSEIA process, Excel in Risk Management example LOPA, SIL, Aspect & Impact, Knowledge in Fire Safety, NFPA codes, emergency response requirements.
- Preferable: NEBOSH / NIOSH NPG, ISO 14001 / RC, ISO 27000
