This role is responsible for managing and supporting clinical Information Technology (IT) applications across MH, as well as overseeing the activities of the applications’ lifecycle including but not limited to configuration, updates, testing, quality assurance, deployment and provision of maintenance and support to ensure that applications are fully ready and meet the users’ requirements towards achieving the organization and business objectives.


Responsibilities

  • Adheres to the division's policies, procedures and standards while ensuring compliance with applicable regulatory bodies.
  • Contributes towards an innovative culture of continuous improvement for enhancing operational efficiency and effectiveness.
  • Participates in meetings and maintains professionalism and confidentiality as per the organization's standard code of conduct.
  • Completes personal performance evaluation cycle in a timely manner.
  • In depth experience in electronic medical systems and associated workflow of Tier 1 EMR’s such as EPIC or Cerner
  • Act as an SME to resolve arising technical issues in EMR build issues and past proven experience as an architect
  • Hands on experience in API’s and integration
  • Strong knowledge on HL7 / Healthcare interoperability
  • Manages all phases of clinical applications and related systems’ life cycle including design, development, implementation, modification, planning, estimating, feasibility testing and evaluation to ensure the system meets business requirements while aligning to relevant regulations and frameworks.
  • Develops plans and monitors clinical applications implementation and performance, as well as installation of related software and hardware to ensure that user requirements are met appropriately.
  • Manages feasibility studies for new/modified clinical applications to determine the viability and merits of the proposed systems.
  • Leads the analysis, review and alteration of IT programs to increase their operating efficiency and meet new requirements.
  • Ensures that clinical applications related backups are completed on a regular basis and monitors the fine tuning of all applications to attain peek system performance and resolve software related issues.
  • Oversees the preparation and maintenance of user manuals and knowledge base when required and ensure the required trainings are provided to users.
  • Ensures timely and efficient communication to both internal and external stakeholders regarding clinical application support, including communication of application downtimes, as well as new application releases and modifications to ensure stakeholders are kept up to date and are aware of the services provided.
  • Assigns responsibilities effectively in adherence with the organizational DoA and monitors the workflow of the function while maintaining high employee engagement and a motivated work environment.
  • Drives opportunities for employees to suggest, participate and contribute to improvement, innovation and knowledge sharing initiatives
  • Reviews vendor contracts, negotiates new and updated contracts in collaboration with the procurement team, and monitors vendors performance to enhance service delivery and ensure the best quality service is provided.


Qualifications

  • Bachelor’s degree in information technology or related fields.
  • 7+ years of progressive career experience inclusive of 5+ years management experience or 7+ years of progressive professional experience developed through an internal succession planning process.
  • Experience in an IT operational environment, application support, IT project life cycle or related fields.
  • ITIL V3 Foundation level
  • Ability to manage the delivery of tailored solutions in line with specific business requirements Excellent presentation skills and the ability to clearly convey information and instructions Strong analytical and problem-solving skills
  • Knowledge of the healthcare information technology landscape
  • Proficiency with Microsoft Office suite
  • Fluency in written and spoken English
