The Senior Project Controls Specialist is an experienced professional individual contributor with specialized knowledge and skills in Project Controls. The position will report directly to the District Project Controls Manager while in Dubai office. While on project assignment, the Senior Project Controls Specialist will report directly to Project Manager and functionally to District Project Controls Manager.

 

This position will be initially based in Dubai office and will be providing project controls and business support services for the International Portfolio. The role demands strong analytical, presentation and communication skills.

 

Home Office Assignment - Responsibilities

 

  • Provide Project Controls support for the International Portfolio
  • Coordinate, participate and contribute in regional review meetings as required
  • Develop, establish and maintain various dashboard databases
  • Coordinate with project teams on site for inputs to portfolio level reports
  • Organize weekly/ monthly review meetings with project teams and functional managers as required
  • Responsible for consolidation and reporting at portfolio level
  • Coordinate with sales/ operations/ estimation teams and provide precontract/ bidding support
  • Provide training and coaching to new hires
  • Provide support to projects on as and when required
  • Other tasks as required including but not limited to data management, general administration support etc.

 

Project Assignment - Responsibilities

  • Responsible for managing all Project Controls requirements on the project
  • Develop Project Controls execution plan and take the lead in implementation
  • Responsible for cost forecasting, scheduling, progress monitoring, change management etc.
  • Develop WBS and CBS as required per the execution plan.
  • Develop and maintain a fully resource loaded integrated EPC schedule
  • Facilitate weekly/ monthly updates and critical path schedule analysis
  • Participate in planning sessions of the project with PMT
  • Establish and maintain progress measurement system aligned with the execution plan
  • Preparation of conformed estimates from the as-sold estimates developed by Estimating
  • Advises Project Management of forecast risks as soon as they are identified
  • Analyze cost and schedule data and recommend solutions or recovery plans as required.
  • Coordinate, participate and contribute in the risks and opportunities workshops
  • Responsible for all project control deliverables to client as required by the contract
  • Collaboration with Finance/ Accounting on financial reporting
  • Responsible for all internal project control deliverables and regional reporting
  • Ensure compliance with contractual requirements and adherence to internal controls and procedures.
  • Facilitate change management workshops
  • Other tasks as required including but not limited to training, general administration support etc.

 

  • Quantity Surveying or Engineering Diploma/ Degree or equivalent
  • 7+ years of relevant EPC experience in the Oil & Gas / Energy / Petrochemical Industry
  • Theoretical and specialized working knowledge with Primavera (P6)
  • Equivalent years of experience with Cost Control, Scheduling and Forecasting
  • Advanced level in MS applications such as Excel, Word, Powerpoint
  • Intermediate to advanced level in MS applications such as Excel, Word, Powerpoint
  • Familiar with JDE or similar
