JOB PURPOSE:

Manage, supervise, and control the development and oversee the implementation of a diverse range of multi-disciplined engineering projects from inception through to completion and handover ensuring optimal and economic development of projects consistent with Shareholders guidelines.

Oversee, manage, and provide overall direction and control to Project Management Consultant(s) and ensure that effective site supervision and project administration is carried out while management is timely updated on project progress.

Lead the Project Execution (Select, Define and Execute) team towards successful execution and start-up according to approved schedule and within allocated budget.

Direct and lead the project organization development process engineering, procurement, construction, and commissioning.

Facilitate value engineering solutions. Identify, mitigate, and manage project risks through establishing risk management measures.

Develop a solid understanding among the project team and the Project Management Consultant(s) team of ADNOC values, ADNOC HSE culture and the project goals and objectives.

Project Management

Manage and oversee the close coordination between project team, PMC and AYP Engineering and other technical functions in project execution, progress tracking, monitoring and control activities to ensure that variances from project specification, schedule and budgets are timely identified and analyzed and appropriate corrective actions are taken as deemed necessary.

Resolve interdisciplinary technical issues to ensure the most effective and efficient proposal is implemented.

Communicate project objectives in accordance with the project contract terms, scope of work, and COMPANY policy to the project team, Project Management Consultants team, COMPANY Department Managers and COMPANY Stakeholder Managers

Drive HSE culture and ensure ADNOC HSE and Quality Management procedures are complied with.

Manage and motivate the project team to achieve HSE performance and quality requirements.

Manage the communication with the shareholders and ensuring resolution of any concerns in appropriate time frame.

  • Develop schedules and project programs in conjunction with Engineering. Oversee the assignment of work to subordinates and Project management consultants and lead the refinement of initial proposals into coherent viable project plans.
  • Review a variety of source material and participates in a range of meetings to establish future project requirements in the assigned field. Provide technical and administrative leadership to take projects from initial inception stage to drafting and submission of requirements proposals. Includes defining, revising, and refining scopes and objectives, obtaining or arranging to obtain background data on potential cost and technical feasibility, and advising alternatives where appropriate.
  • Manage the revision and refinement of initial project designs, specifications, costs, and phasing preparation of project strategy in conjunction with user department and other divisions such Finance, Commercial Support etc.
  • Initiate and approve the preparation of overall work programs, terms of reference for contractors, projects standards and working procedures. Establishes the basis for project execution phase.
  • Ensure ADNOC VAP process & requirement in compliance as per procedure and alignment with all shareholders & stakeholders.
  • Initiate/manage pre-qualification of bidders list; exercise overall control over the budget and cost of the project and each contract, vetting authorization for expenditure. Plan and lead the review of contract purchase and subcontracts recommendations and variation orders throughout all phases of the project and ensures that approved plans are updated accordingly.
  • Ensure the preparation of the Department's safety program on the project supervised and oversee compliance with the Company's safety rules and regulations. Evaluate and audit adherence to same and takes necessary remedial measures to correct and overcome deficiencies.
  • Ensure that the project is executed in a safe manner and that all contractors adhere to approved safety procedures and method statements for carrying out works / contracts awarded.
  • Advise Management of anticipated completion date of the project for subsequent start up planning. Assists in development of start-up plan and manning requirements
  • Oversee and control overall financial matters pertaining to the project, such as currency requirements and restrictions, import duty exemptions financial forecasts, etc.
  • Provide periodic reports on the financial situation of the project. Lead the appraisal of contractor's overall performance for quality, cost, schedule, safety and ensure corrective actions are taken. Lead the development of weekly highlights and monthly progress reports covering all projects engineering procurement and construction activities.
  • Efficiently managing all projects within budgets and in accordance with Company policies, directives, engineering, and project management standards.
  • Ensure that Company's occupational safety and health policy is effectively implemented in all projects of work under control to reduce unfavourable trends and ensure that corrective actions are promptly implemented Liaise with HSE department in the development and maintenance of HSE management systems, HSE plans and programs to ensure that all employees and contractors are competent to carry out their work and are fully aware of all hazards.
  • Lead post completion/implementation review of assigned projects; facilitate the collection of lessons learned in all areas and functions of project execution and sharing information collected across AYP to ensure proper contribution to updating best practices and standards.

Generic Accountabilities

Operational Plans

  • Develop consistent and realistic long- and short-term operational plans for the Department in line with the Division objectives and manage the implementation of the approved long and short-term plans and ensure they are effectively converted into its performance objectives to realise the Division Objectives and established service levels.
  • Support COMPANY staff development and their continuous improvement as required.
  • Support performance appraisal activities within COMPANY
  • Drive initiatives that contribute to short- and long-term operational excellence.

Budgets and Cost Control

  • Develop and manage the Department annual budget in line with the Division's business objectives and operational plans ensuring that adequate funding provision is made for all Department activities.
  • Monitor expenditure against approved Department budget on a regular basis; investigate, highlight, and reconcile any significant variances to ensure effective performance and cost control.

Negotiate any contract changes with contractors where modifications and variations are necessary.

  • Maintain cost of Project Management Consultant(s) and other costs throughout the project execution.

Policies, Systems, Processes & Procedures

  • Develop and implement appropriate Department policies, processes, systems, standards, procedures and internal controls, Company guidelines to support execution of the Division's work programs in line with Company and International standards.

Performance Management

  • Contribute to the development of the Division's KPl's and ensure proper cascade of the Performance objectives within the Department and establish monitoring mechanisms to ensure delivery of these objectives and promote a performance driven culture.
  • Manage the implementation of the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines.
  • Shaping the project working environment and allocating effectively and efficiently the Project Management Consultant(s) resources.
  • Quick response to problems and on capitalization of opportunities.

People Development

  • Develop knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDP's), Succession Planning and Talent pipeline within the Department in coordination with the Human Capital to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.
  • Developing solid performers in the PMT team by setting up challenging assignments.

Organization Structure and Development

  • Review, develop and recommend the appropriate organization structure for the Department that will best utilize human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Risk Management

  • Contribute and support establishment of a Corporate Integrated Risk Management System within the Department, white identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the Department.
  • Communicate corporate business ethics and Company's Code of Conduct to employees within the
  • Department and ensure compliance to the Corporate Policies and guidelines.

Innovation and Continuous Improvement

  • Promote an organization culture that encourages innovation, enhances employee motivation and supports initiatives for implementation of Change Management to continuously improve the Department operations and services.
  • Recommend improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards in order to define intelligent solutions for issues confronting the Department.

Health, Safety, Environment (HSE) and Sustainability

  • Support the institution and implementation of an HSE culture and ensure compliance with relevant HSE policies, procedures systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
  • Ensure adequate HSE training and induction for all Department employees to meet HSE standards.
  • Ensure site workers welfare requirements meeting ADNOC Guidelines and Standards.
  • Ensue all HSE related trainings for site workers are carried out as per ADNOC HSE requirements.

Management Reports

  • Ensure that all Department MIS and progress reports are prepared to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

COMMUNICATIONS & WORKING RELATIONSHIPS:

Internal

  • Directly report to VP-Operations & projects. Regular work related contact all SVPs and VPs as required, and all reporting Projects team members on matters related to Project planning, execution and monitoring, projects Standards, Policies, Operations, Administration, People, HSE and Integrity and related issues.
  • Regular contacts with Exploration, Development, Engineering and Operations teams.
  • Regular contact with counterparts and members of the ADNOC HQ as required. Regular contact with peers in Group Companies like ADNOC Onshore, ADNOC Offshore, ADNOC Drilling, etc. on a day-today engineering initiatives.

External

  • Close collaboration with contractors, consultants, vendors, PMCs etc. for execution of APY project contracts.
  • Occasional contact with relevant Government organizations and entities to establish and maintain relationships or to obtain necessary clearances.
  • Contact with shareholders Management representatives.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

  • Bachelor’s Degree in Engineering.

Minimum Experience & Knowledge & Skills

  • 15+ years of relevant engineering project execution experience in Oil & Gas with at least 3 years in a Senior Project Management role; managing engineering multi-disciplinary functions for the design of the assets/facilities exposure to preparation of FEED packages.
  • Managing engineering multi-disciplinary functions for the design of the assets/facilities.
  • Exposure to concept identification and selection, concept design, FEED stages and EPC stages.
  • Very good planning, leadership, and time management skills.
  • Computer literate; well versed in the office applications and presentation tools.
  • Working knowledge of ERP system (e.g., SAP) is preferred.

Professional Certifications

  • Professional qualification in Project Management e.g., PMP is preferred.
