The Key Objectives For This Role Are

  • Responsible for managing and implementing all Quality Control activities related to civil, structural, building, and pipeline construction works at the project site under an EPCM contract. The role ensures that construction activities are executed in compliance with approved drawings, project specifications, applicable codes and standards, and client quality requirements.
  • The position requires close coordination with EPCM engineering teams, construction contractors, third-party inspectors, and the client to ensure quality objectives are achieved throughout the project lifecycle.

Responsibilities

Quality Control & Assurance

  • Implement and maintain the Project Quality Plan (PQP) for civil, structural, building, and pipeline construction works.
  • Ensure compliance with project specifications, IFC drawings, approved method statements, and applicable international standards (ACI, ASTM, BS, EN, AISC, API, ASME, ISO, etc.).
  • Review and approve contractor Inspection & Test Plans (ITPs), method statements, and quality procedures for civil, structural, and pipeline works.
  • Conduct regular site inspections and surveillance of activities including:
    • Earthworks, excavation, backfilling, and compaction
    • Concrete works (foundations, slabs, columns, beams, walls)
    • Reinforcement installation and formwork
    • Structural steel fabrication, erection, and bolting
    • Buildings and architectural works
    • Underground and aboveground pipelines (trenching, welding, coating, wrapping, backfilling)
Inspection & Testing

  • Witness and verify inspections and tests such as:
    • Soil compaction and field density tests
    • Concrete sampling, slump tests, compressive strength tests
    • Reinforcement and structural steel inspections
    • Welding inspections and NDT coordination for pipelines
    • Coating, wrapping, and holiday testing for pipelines
    • Hydrostatic and pneumatic testing (as applicable)
  • Ensure all inspections and tests are properly documented and traceable.
Non-Conformance & Corrective Actions

  • Identify quality issues and raise Non-Conformance Reports (NCRs).
  • Review and approve corrective and preventive action plans.
  • Monitor implementation and closure of NCRs in coordination with contractors and EPCM management.

Documentation & Reporting

  • Review and approve inspection reports, test results, material approvals, and quality records.
  • Ensure proper maintenance of civil/structural and pipeline quality dossiers and as-built documentation.
  • Prepare periodic quality progress and compliance reports for EPCM management and the client.

Coordination & Interface Management

  • Interface with EPCM engineering teams to resolve technical and constructability issues.
  • Coordinate with construction, planning, commissioning, and HSE teams to ensure quality and schedule alignment.
  • Support client, third-party, and regulatory audits and inspections.
  • Participate in site meetings, quality reviews, and technical discussions.

Compliance & Safety

  • Ensure quality activities are conducted in full compliance with project HSE requirements.
  • Promote quality awareness and best practices on site.
  • Provide guidance and mentoring to junior QC engineers and inspectors.

Qualifications

Education

  • Bachelor’s Degree in Civil or Structural Engineering.

Experience

  • Minimum 10–15 years of experience in civil, structural, building, and pipeline construction quality control.
  • At least 5 years in a Senior QC Engineer role within EPCM or EPC project environments.
  • Experience on oil & gas, industrial, infrastructure, or large building projects is highly preferred.

Certifications (Preferred)

  • ISO 9001 Lead Auditor or Internal Auditor
  • CSWIP / Welding Inspection (for pipeline works)
  • Concrete or coating inspection certifications (advantage)

Skills & Competencies

  • Strong knowledge of civil, structural, and pipeline construction standards and practices.
  • Thorough understanding of EPCM construction execution and contractor management.
  • Excellent inspection, analytical, and problem-solving skills.
  • Strong communication and coordination abilities.
  • Proficiency in quality documentation, reporting, and record control systems.
