Job Objective

Assist in establishing and maintaining relationship with internal organizational units within Abu Dhabi Accountability Authority (ADAA) to understand business strategy, analyze business processes and requirements to ensure effective solutions implementations; as well as external stakeholders such as vendors, and other identified government entities to ensure efficiency and effectiveness of the IT solutions, and alignment with the with IT strategy, industry’s standards and best practices in order to support the overall business objectives.

Key Responsibilities/Duties

  • Strategy and Planning
  • Assist in the development, implementation, and update of the section related policy, procedures manual, delegation of authority, systems user manuals, and standard forms, and ensure alignment with ADAA’s overall policies and procedures.
  • Assist in the development, implementation, and update of the section’s strategic, budget and procurement, and operational plans, ensuring alignment with the department and sector’s strategy and objectives, and ADAA’s mission and vision.
  • Ensure to meet individual Key Performance Indicators (KPIs) to improve efficiency and effectiveness.

IT Governance And Strategy

  • Assist in the development and maintenance of the strategic framework and methodology of IT services, support and operational plans which guide all information systems integration and development and provide effective and responsible information technology practices.
  • Contribute to the implementation of IT strategies and initiatives ensuring alignment with the IT strategy in order to support the overall business objectives.

IT Business Relations

  • Assist in the identification, documentation and analysis of IT related needs from ADAA’s organizational units to develop solutions; and the review of the system technical documentation and development cycle process manual to ensure accurate design architecture of the necessary IT systems.
  • Participate in collaborating with other IT Organization within government entities to identify opportunities and benchmark their IT technologies / solutions / services and conduct evaluation on current ADAA’s IT infrastructure in order to ensure business-IT alignment with current business technologies and industry standards.
  • Stay abreast of latest technologies as per best practices in the market and their ability to provide a competitive edge to assigned systems and communicate to relevant stakeholders.
  • Participate in Service Level Agreement (SLA) and Operation Level Agreement (OLA) negotiations with Internal and external stakeholders to enhance performance and user satisfaction.
  • Maintain change control procedures which discipline the applications development process, ensuring that adjustments to business requirements are effectively rationalized and, when approved, adequately funded.
  • Maintain an awareness of current and proposed technology issues and concerns within ADAA and recommend potential solutions to meet expectations and forecasted requirements.
  • Gather Business requirement for Application development and produce Business Review Document (BRD).
  • Participate in the review of IT Scope of Work to ensure they clearly articulate the business need and elevates concern if estimates don’t seem to be in line with the work effort required to deliver the solution.
  • Develop requirement traceability and track of requirements throughout the application development lifecycle to ensure business needs are met and validate application features.
  • Participate in the IT awareness initiatives within ADAA to ensure employees are well informed of IT enhancements, new IT solutions and initiatives to support business requirements.
  • Collaborate with external stakeholders in terms of benchmarking, project management, IT services enhancement to ensure alignment with industry’s standards.

IT Project Management

  • Provide input in the research, review, analysis of the effectiveness and efficiency of existing business requirements-gathering processes, cost effectiveness of the solution recommendations, and development of strategies for enhancing or further leveraging these processes.
  • Assist in establishing IT projects/plans and follow up with stakeholders on the status and deliverables to ensure timely completion as per the agreed timeline.
  • Prepare changes requests for IT project/ plans, and validate completion, related procurement and payment.
  • Assist in the preparation of cost-benefit analyzes for IT projects and monitoring of project execution to ensure quality, timely delivery and approved costs are met whilst ensuring adherence to IT project methodology and framework.
  • Monitor schedule using appropriate project management tool in order to ensure project delivery timelines are met and recommend remedial action in case of deviation.
  • Participate in trials and piloting of new tools and provide appropriate support and expertise in testing procedures and development of appropriate testing standards, testing and distribution, implementation and reporting as well as tracking and project planning support.
  • Assist in conducting in User Acceptance Testing (UAT) during the systems, programs and application development to ensure efficiency and effectiveness of the systems.
  • Talent Management and Development
  • Ensure completion of required trainings and certification programs in order to keep current with job requirements and ensure continuous performance improvements.
  • Obtain timely performance review assessments for midyear and annual performance review and ensure to meet the set KPIs.
  • Keep current with updated information relevant to the role to ensure standard performance level is achieved.
  • Contribute to knowledge dissemination/sharing to build internal capabilities of the team and maximize their effective performance.
  • Contribute to the development of UAE National employees in line with the objectives of the Authority and its Emiratization strategy.
  • Corporate
  • Ensure adherence and compliance with all ADAA corporate policies, procedures and guidelines (HR, IT, Procurement, Finance, Health and Safety, etc.).
  • Prepare section’s related correspondence such as e-mails, memos, and letters to ensure professionalism, completeness and accuracy of information.
  • Retain, document, preserve, and archive section’s related physical and electronic records in accordance with relevant policies and procedures.
  • Respond any section related queries and provide required support to relevant ADAA’s organizational units and employees as and when required.
  • Utilize relevant technologies used within ADAA in order to optimize work efficiency.
  • Demonstrate compliance with ADAA’s values, Code of Business Conduct and ethics at all times to support the establishment of a value driven culture within the Authority.
  • Contribute to the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
  • Contribute to the preparation and submission of timely and accurate statements and reports to meet department requirements, and quality standards.
  • Co-operate in the implementation of the relevant health and safety legislation, policies and procedures, in the performance of duties.
  • General
  • The level of performance should reflect the academic qualification, type of courses in the field of specialization, employee job level, and the level of productivity.
  • The academic and professional certificates required and approved by ADAA should be acquired within the period specified and based on the employee’s Individual Development Plan.
  • Perform the task and responsibilities independently unless an approval or directive was obtained to delegate the task to other employees in case of incapability to perform the tasks and responsibilities.
  • Ensure teamwork, collaboration, and dedication in performing duties.

Requirements

  • Bachelor’s degree in relevant field
  • Business Relations Management IT course (ITIL framework)
  • 3-5 years of relevant experience.
  • Proficiency in Arabic and English

Preferred

  • CCIE data center
  • HDI certifications
