Stakeholders & NOCs Specialist

We are seeking an NOC / Stakeholders Specialist to manage the complete process of obtaining all required permits and No-Objection Certificates (NOCs) for civil works in substations on our TAQA Abu Dhabi project. The role involves coordinating with authorities, managing online submissions through Abu Dhabi’s portals, and ensuring all approvals are in place to start site activities on time. This is a mid-level position suited for candidates with solid local experience in permits and NOC coordination, but without the high-cost senior profile.
Responsibiliti
es
• Manage the end-to-end NOC/permit process for project activities, including excavation, shoring, utility connections/diversions, traffic management, and environmental clearan
ces.
• Prepare and compile submission packages, including drawings, method statements, and supporting documentation, in line with authority requirem
ents.
• Use and manage relevant authority portals (Abu Dhabi NOC Program, TAMM, MOEI, ADDC, ADM, ADNOC, ADSSC, etc.) for submission, tracking, and foll
ow-up.
• Liaise with authority representatives, utility providers, and stakeholders to resolve technical comments and secure timely app
rovals.
• Coordinate internally with engineering, planning, and site teams to collect necessary documents and info
rmation.
• Maintain a permits/NOC log with up-to-date status, deadlines, and follow-up
actions.
• Attend coordination meetings with the client (TAQA), consultants, and subcontractors regarding NOC/permi
t matters.• Support site inspections related to permits and follow-up on final
signoffs.• Ensure compliance with all applicable Abu Dhabi regulations, standards, and permit p
rocedures.

equirements
• Bachelor’s degree in
engineering.
• 3+ years of experience in NOC/permit coordination for construction or infrastructure projects in the UAE, preferab
ly Abu Dhabi.
• Practical knowledge of Abu Dhabi authorities’ requirements and online portals (ADSSC, ADD
C, ADM, etc.).
• Ability to read and interpret construction drawings and technical
specifications.
• Knowledge of local regulations, standards, and permi
tting processes.
• Strong communication skills in English (Arabic lan
guage is a plus).
