AtkinsRéalis is seeking a Technical Director to support the Construction Director – Abu Dhabi Scope in managing the consultant-side delivery of the Design & Build Contract for Civil Works, Stations, and Systems within the Dubai geography of the UAE High-Speed Rail (HSR) Intercity Project – Phase 1.
This role will lead technical problem-solving across all disciplines—including civil, structural, architectural, MEP, systems, track, and rolling stock—ensuring that design and construction challenges are resolved efficiently and in alignment with programme objectives. The Technical Director will coordinate with subject matter experts (SMEs), contractors, consultants, and client representatives to ensure technical integrity, integration, and delivery excellence.

Requirements
Sector Experience
- Experience in large-scale infrastructure projects, preferably in high-speed rail (above 250 km/h), metro, or intercity rail systems.
- Proven track record in technical coordination across civil, systems, and architectural disciplines.
- Experience working in Design & Build environments with international contractors and multidisciplinary teams.
- Lead resolution of complex technical issues across the Dubai scope, covering civil works, stations, and systems.
- Provide expert guidance on design coordination, constructability, and technical compliance.
- Act as the technical escalation point for the Construction Director and interface with SMEs to resolve challenges.
- Ensure technical integration across disciplines and packages, including interface management between civil and systems contractors.
- Review and validate design deliverables, method statements, and technical submittals.
- Support constructability reviews and technical risk assessments throughout the delivery lifecycle.
- Coordinate with internal and external subject matter experts to address discipline-specific challenges.
- Facilitate technical workshops and issue resolution meetings with contractors, consultants, and client teams.
- Liaise with authority representatives to support technical approvals and compliance.
- Ensure all technical solutions comply with project specifications, UAE regulations, and international standards.
- Monitor implementation of technical quality assurance processes and support audits and inspections.
- Lead root cause analysis and corrective action planning for technical non-conformities.
- Maintain oversight of technical registers, issue logs, and resolution trackers.
- Provide regular updates to the Construction Director on technical risks, progress, and resolution status.
- Support the development of technical dashboards and reporting tools for internal and client use.
- Bachelor’s degree in Civil, Structural, Mechanical, Electrical, or Systems Engineering (Master’s or Chartered Engineer status preferred).
- Minimum 15 years of experience in infrastructure delivery, with significant exposure to high-speed rail or major rail programmes.
- Strong technical background across multiple disciplines and experience in Design & Build environments.
- Proven ability to lead technical coordination and problem-solving in complex, multi-stakeholder projects.
