For this bid/project we are seeking a UAE Testing & Commissioning Manager

Responsibilities:

• Manage and supervise all Testing & Commissioning (T&C) activities performed by contractors, including Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), SIT (static & dynamic) integration Tests, operation demonstration, and trial operations.
• Review and approve contractors’ T&C strategies, plans, and procedures, ensuring compliance with interface, integration, and performance requirements.
• Witness and supervise testing and commissioning processes and approve related reports and documentation.
• Confirm, certify, and document system performance according to defined objectives and criteria.
• Attend, witness, and review the testing of new or safety-critical systems as required by project risk assessments.
• Oversee Safety Verification Plans and Reports, ensuring all safety aspects are managed and documented.
• Ensure project certification and that all stages of the EN50126 V Cycle are completed.
• Approve testing and commissioning plans with clear acceptance criteria for systems, civils, equipment, and rolling stock interfaces.
• Supervise demonstration tests for operations and maintainability.
• Oversee trial operations and ensure resolution of non-compliances.
• Manage Failure and Defect Reporting and Corrective Actions Systems (FRACAS/DRACAS) and set up and lead the Failure Review Board (FRB).
• Ensure quality assurance and control during T&C through inspections, audits, and management of non-conformance.
• Coordinate with stakeholders and ensure compliance with all standards and safety requirements.
• Prepare and submit progress reports, track issues, and support project completion and hand-over.
  
  
  

Qualifications:

• University degree (preferably Master’s and/or Chartered Engineer status)
• Minimum 15 years of experience in managing design and/or construction of rail projects and in relevant discipline
• Proven experience in High-Speed Rail (HSR) project implementation is highly preferable
• Prior experience as Testing and Commissioning Manager for at least one project of comparable size
• Local Experience in Middle East and/or UAE project experience is advantageous
• Fluent in spoken and written English ins mandatory; Arabic language skills would be an ad-vantage
• Technical ability to lead and supervise testing and commissioning activities, including inter-face/integration tests, acceptance testing, quality management, defect reporting, and corrective actions.
• Experience collaborating with stakeholders, authorities, and contractors.
• Knowledge in quality management, safety at work, risk/interface management, documentation, and reporting.
• Ability to prepare technical presentations and communicate complex technical solutions.
• Experience in supervising factory inspections, system integration, and demonstration tests for operations and maintenance.
