Parsons is seeking a Quality Manager for one of our prestigious projects in Sharjah. The Project Manager is ultimately responsible for the Quality Assurance & Quality Control function across the program.
The candidate is to manage and provide leadership and strategic direction to ensure that contractual products or services provided are in accordance with the customer, statutory and Parson’s quality requirements. Primarily responsible for ensuring that a project / program specific Quality Management System and wider global Parson’s quality principles are deployed.
The role will require regular interaction with Consultants, Contractors and Parsons EMEA sector quality lead, the program leadership and the functional leadership including Project Controls, Design & Engineering, Health Safety Environment etc., to support and compliance check work activities to ensure that Parsons contractual obligations are met.
Although not all encompassing, the following are the expected core duties of the QA/QC Manager.

What You'll Be Doing
QA Strategy and Framework
- Detail and ensure adherence to quality related requirements sourced from bid’s, contract and Employer / PMC obligations. Document within a deliverables and requirements schedule.
- Exhibit the cultural core value of quality as Quality Leader.
- Establish and review a PMC QA function organizational structure that meets the scope needs.
- Establish and maintain a RACI matrix for the QA/QC function to set the organizational responsibility framework.
- Support the wider program in defining the program and projects risk profile, including have an in-depth knowledge of planned and current works and the capture and mitigation of program and project risk.
- Undertake regular review of legislative and statutory requirements to determine those applicable and their program impact.
- Oversee the QA/QC Teams production, approval, and ongoing review of the Parsons QMS documentation (Quality Manual, Plans, Processes & Guidance and Templates).
- Ensure deployment of awareness and training activities to ensure staff knowledge and accessibility to technical documentation.
- Support the development of other function protocols and plans to ensure they embed quality relevant ethos and systems best practice.
- Ensure a culture of project lessons learned and wider program continual improvement, is embedded within the project / program requiring interaction with PMC staff, Design Consultants, Supervision Consultants, other PMC’s, Contractors championed by the QA/QC team, to maximize opportunities for lessons including internal project completion reviews.
- Ensure agreement and use of a rewards and recognition system to help drive a quality culture and expected best practice behavior, through recognized communication channels.
- Support PMC innovation strategy including utilization of digital solutions to improve efficiencies.
- Ensure an audit strategy (internal and external) is established and implemented by the QA/QC Team inclusive of:
- A planned program for 1st and 2nd Party Audits including liaison with the Client.
- Audit Consultants and Contractors in the Program.
- Shadow a sample of Consultant and Contractor led audits
- Management of Audit records for reports and audit findings
- Ensure timely closure of findings raised
- Inclusion with reporting
- Undertake planned project / program quality inspections, following QMS process.
- Work closely with program leadership to undertake startup & handover reviews at an appropriate timeframe, ensuring compliance to the appropriate time critical processes.
- Support the Project Leadership team in the planning and execution of program quality focused Quality Walks.
- Support the program Parsons SLT in preparation and execution of ISO / external certification related visits in coordination with EMEA Sector Quality Lead, including ensuring projects / programs are prepared.
- Provide support for planned client feedback interviews are completed to an agreed timeframe and capture performance.
- Oversee that effective QC processes are developed, implemented, and managed, to ensure that through a test and inspection regime is deployed and maintained, to ensure the end product meets the required specifications for quality, function, and reliability prior to delivery.
- Confirm that the recognized materials and works inspection and testing regime is actively utilized to ensure surveillance of standards of work (related to statutory and design intent) is ongoing, and where such work does not meet those standards, a non-conformance process is deployed.
- Ensure regular site and off-site inspections are completed and recorded in line with an agreed inspection program, with non-conformances issued where required and closed out in a timely fashion.
- Ensure a process for review is carried out for Contractor Quality Control (QC) documentation (including Quality Control Plans, ITP’s QC inspection templates), in line with a release schedule.
- Support Construction Readiness Reviews & Work Start Notification with field teams
- Oversee the support / establishment / maintenance of a program wide defects management system for use by field project teams.
- Oversee the support of project specific project defects management system using OpenSpace including training.
- Oversee Handover and Close out activities by field teams including documentation and planning documentation to ensure a soft landing to occupation / archiving of records.
- Establish a quality focused reporting strategy, aligned with PMO / Client requirements.
- Agree defined KPI’s and overarching performance measures (lead and lag), aligned with PMO and Client.
- Ensure accessibility and validity of data from sources that minimize administration effort.
- Oversee the production, issue, and presentation of program quality related reports (including trend in KPIs).
- Ensure that the QA/QC team reviews Consultant and Contractors quality focused reports and attends relevant coordination meetings.
- Establish, collate, and monitor performance measures based against program quality objectives, with particular focus on performance of Contractors and provide trend analysis for such quality related data to the project / program leadership.
- Support and approve the preparation of Management Review presentation and supporting documentation.
- Ensure output from a Management Review is issued and raised recommendations are closed out by allocated parties.
- Bring management failings or potential quality breaches to the attention of the project / program leadership.
- Maintain regular contact with the project / program leadership, operational staff, and functional leads. Review key issues and improvement opportunities.
- Support the procurement team in the pre-qualification and on-boarding of Contractors, Sub-Consultants, and where applicable Inspection Agencies to ensure the procurement of competent organizations.
- Support the procurement team in the establishment of comprehensive quality requirements within Consultant and Contractors contractual documentation to ensure defined obligations.
- Confirm that the EDMS is suitably deployed in line with project / program requirements
- Support the procurement team in the preparation of RFP clarifications as well as supporting information.
- Support supply chain performance reporting and improvement actions.
- Hire project / program QA/QC Staff against the job descriptions and organizational structure / deployment plan, making allowance for mentoring & succession planning.
- Ensure the QA/QC section of program training matrix, and relevant presentation materials, meets quality needs including course content and feedback.
- Ensure QA/QC related on-boarding and inductions awareness provides suitable information for the audience.
- Ensure training is being completed in line with competence needs.
- Support improvement of staff awareness of quality related lessons learned opportunities and QA technical information through the preparation and issue of approved quality moments and spotlights.
- Work closely with Subject Matter Expert’s (SME’s) to review technical training opportunities within the quality team and other staff.
- Identify, and with project leadership agreement, participate in related quality related networking opportunities.
- Bachelor’s degree in engineering, Business or Quality discipline or related field.
- Minimum10+ years of related work experience in the field of Quality, including 5+ years’ experience in a management capacity and aviation projects.
- Lead Auditor certification (ISO 9001 or equal), ASQ certification (CMQ/CQE.) or other related certifications.
- Active membership in a nationally recognized Quality organization (ASQ / CQI as examples). Preferred Professional Engineer registration. Other related certifications may include, but are not limited to: Building Inspector, NQA-1 (nuclear auditor), NDT (ASNT), Welding Inspector (AWS), DOT.
- Possesses working knowledge of more than one area of industry such as infrastructure, government, aviation, process, or transportation. Requires management ability and extensive knowledge of Quality Management practices, processes and current technology.
- Requires thorough experience in directing and implementing quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM and similar organizations.
- Requires the ability to communicate clearly, conduct presentations to management and interface effectively with a diverse group of professionals.
- Proficiency in analyzing situations in business terms, i.e., ROI, cost per unit, etc. Strong interpersonal skills to work with other departments in a tactful and effective manner.
- Strong leadership and management skills, excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills.
- Ability to make public presentations.
- Computer proficiency with advanced knowledge of Microsoft Office Products
