Training and Competence Manager

The role will reside in the CMO (Crew Management Office). The position will report to the Director of Crew Operations. The Training Manager oversees the entire Crew Training and Competence Development activities for the Seafarers employed on the ETM managed vessels.
ESSENTIAL DUTIES AND RESPONSIBILITIES: include but are not limited to the following activities:
Quality Management & Governance

Develop, review and maintain crew management procedures, work instructions, manuals and controlled documentation to ensure alignment with operational, statutory and company requirements.

Act as process owner for crew management documentation within DocMap, ensuring processes remain current, accurate and consistently applied across the organization.

Establish and maintain a structured document review process to ensure periodic validation and continuous improvement of procedures and manuals.
Audit, Compliance & Assurance

Coordinate reviews of audit findings, non-conformities, incident investigations and lessons learned to identify improvement opportunities within crew management processes.

Monitor corrective and preventive actions related to crew management and verify implementation effectiveness.

Support internal, external and client audits relating to crew competence, training, procedures and management systems.
SMS & Operational Standards

Ensure crew management procedures remain aligned with the Safety Management System (SMS), company policies and operational requirements.

Work with operational stakeholders to identify procedural gaps, standardize practices and improve compliance across the fleet.

Monitor adherence to competence, experience matrix and training requirements, reporting gaps and improvement opportunities.
Continuous Improvement

Lead continuous improvement initiatives related to crew competence, training administration, quality processes and procedural governance.

Analyze trends from audits, GPA assessments, incident investigations and client feedback to identify systemic improvement opportunities.

Ensure changes to systems, processes and operational practices are reflected in procedures, manuals, training materials and competence frameworks.
Training Effectiveness & Competence Assurance

Evaluate the effectiveness of training programs through operational performance indicators, audit outcomes, incident trends and competence assessments.

Maintain and enhance the Seafarer Competence Management System to ensure clear development pathways and competence assurance for all ranks.

Support the Crew Operations Director by providing analysis and reporting on crew competence, training effectiveness and quality performance indicators.
Talent Pipeline & Workforce Development

Develop and maintain talent pipeline strategies to support the long-term crewing requirements of the fleet.

Identify and evaluate opportunities for cadetship, apprenticeship, graduate and trainee programs aligned with future workforce requirements.

Establish and maintain relationships with maritime academies, training institutions and industry partners to support recruitment and development pathways.

Work with the Crew Operations Director and crewing team to identify future skill requirements and succession needs across key onboard positions.

Develop structured career pathways and progression frameworks to support retention and advancement of high-potential seafarers.

Monitor pipeline program effectiveness through recruitment, retention, promotion and competency metrics.
QUALIFICATIONS, EXPERIENCE, AND EDUCATIONAL REQUIREMENTS:

Bachelor’s Degree, preferably in a relevant Maritime discipline.

Minimum 3 years’ experience in a Seafarer Training & Development Management role ashore.

Certification or demonstrated experience with training course development and adult learning is a plus.

Excellent English language writing and communication skills.

Seagoing experience in a management role is an advantage.

Knowledge, understanding and experience with Quality Management Systems (ISO 9001).

Thrives in a fast-paced environment, working under pressure and meeting deadlines.

Detail oriented with strong analytical skills.

Highly proficient in Microsoft Office tools (Excel, PowerPoint).
