Job Description

We are looking for an experienced HSE Officer to join our team for a 6-month contract on an underground utilities infrastructure and roads project in Abu Dhabi. The successful candidate will have over 6 years of experience in HSE roles, with at least 3 years in the UAE, specifically in construction or infrastructure projects. This is a short-term assignment, with the potential for reassignment after the project’s completion, although no guarantees can be made.

Responsibilities

Health, Safety, and Environmental Compliance

  • Safety Inspections: Conduct daily site inspections to ensure compliance with health, safety, and environmental regulations. Identify potential hazards and ensure prompt corrective actions.
  • Risk Assessment: Perform risk assessments and verify that all high-risk activities have appropriate mitigation measures and safe work procedures in place.
  • Incident Investigation: Investigate accidents, incidents, and near misses to determine root causes. Recommend and document corrective actions per company and legal requirements.
  • Compliance Monitoring: Monitor and enforce compliance with local and international HSE standards, including UAE regulations and project-specific guidelines.
  • Training & Awareness: Conduct safety inductions for new workers and refresher training programs to maintain continuous awareness among all site personnel.
  • Emergency Procedures: Ensure emergency response plans are established, and all workers are familiar with evacuation, fire, first aid, and related protocols.
  • Safety Audits: Perform regular internal audits of the site and the HSE management system to identify areas for improvement.


Site Safety Management

  • Safety Monitoring: Monitor daily operations and construction activities to ensure safety standards are met. Implement measures and guide hazard control efforts.
  • PPE Enforcement: Ensure all site workers wear the required personal protective equipment (PPE) and that it remains in good condition.
  • Work Permits: Review and issue permits for high-risk activities (e.g., hot work, excavation, confined space) after verifying appropriate safety precautions.
  • Toolbox Talks: Lead toolbox talks daily or weekly, focusing on site-specific safety concerns and ensuring comprehension among all personnel.
  • Record Keeping: Maintain accurate safety documentation, including incident logs, inspection checklists, and training attendance, in compliance with regulations.


Environmental Compliance

  • Environmental Protection: Ensure implementation of protocols for waste management, pollution control, and minimizing the environmental footprint during construction.
  • Monitoring: Monitor for environmental risks, such as noise, dust, and emissions, and report potential violations or concerns immediately.


Qualifications

Education

  • Diploma in Occupational Health & Safety, Environmental Science, or a related field
  • NEBOSH certification is an advantage


Experience

  • Over 6 years of experience in HSE roles
  • At least 3 years of experience in the UAE, particularly in construction, infrastructure, or underground utilities projects
  • Hands-on experience in implementing HSE protocols in roadworks and utilities infrastructure projects (highly preferred)


Knowledge

  • Strong understanding of UAE HSE regulations, construction safety standards, and environmental policies
  • Experience in conducting risk assessments, safety audits, and incident investigations


Communication Skills

  • Strong verbal and written communication skills in English (Arabic is a plus)
  • Ability to effectively communicate safety instructions to workers and management, ensuring compliance across all levels


Problem-Solving

  • Ability to identify safety hazards and implement corrective actions in a timely and effective manner


Attention to Detail

  • Keen attention to detail in monitoring, reporting, and ensuring compliance with all safety and environmental regulations


Teamwork

  • Ability to work closely with project teams, contractors, and subcontractors to maintain a culture of safety and environmental responsibility


Organizational Skills

  • Strong organizational skills to manage multiple tasks, including inspections, documentation, and incident reports
  • Ability to maintain focus on safety priorities
