JOB DESCRIPTION
The Mechanical & Electrical (M&E) Supply Chain Category Manager is responsible for overseeing the procurement, sourcing, and management of a various Mechanical & Electrical categories of related equipment and services within the supply chain. This role involves collaborating with specialised and key suppliers, conduct tender management, negotiating orders, performance management and optimizing the category's supply base to ensure cost-efficiency, quality, and timely delivery. The M&E Supply Chain Category Manager will develop and implement category strategies that align with business strategy goals, analyse project future demand, and work cross-functionally with internal stakeholders and external suppliers to meet organizational objectives and requirements.
RESPONSIBILITIES
Category Strategy Development:
- Develop and implement annual category sourcing strategies and plans that align with business objectives and market conditions, for mission-critical MEP trade / equipment categories.
- Conduct spend analysis and identify opportunities for cost savings, supplier consolidation, and process improvements.
Tender, Contract and Cost Management:
- Manage the end-to-end procurement lifecycle including vendor prequalification, tendering, bid evaluation, negotiation, contracting, and performance monitoring for both CAPEX and Operational scopes. Utilising agreed frameworks, prepare / negotiate Order(s), agree special terms, scope and pricing agreements with suppliers.
- Monitor category spend and identify areas for cost-saving opportunities.
- Develop strategies for reducing costs while maintaining or improving product quality and supply reliability.
- Collaborate with finance to ensure category budgets and forecasts are accurate.
Supplier Management:
- Identify, evaluate, and select suppliers based on Capex and or Operational team’s criteria.
- Establish and maintain strong supplier relationships to ensure service level agreements (SLAs) are met, analysed and reported against.
- Establish KPI reporting function including implementing Supplier Performance Action Plans, if required, track and report supplier performance.
- Implement continuous improvement programs to enhance supply chain efficiency.
- Act as focal point and manage the relationship between internal stakeholders and supply chain partners.
- Establish and conduct tertiary corporate services with each Supplier to identify manufacturing workloads, commitments, risks, medium and long term Order workload business readiness
Risk Management:
- Identify and mitigate risks within the supply base, including supply disruptions, compliance issues, and market volatility.
- Develop contingency strategies to ensure continuity of supply.
Market Research & Analysis:
- Stay updated on market trends, commodity price fluctuations, and emerging suppliers in the category.
- Conduct benchmarking studies to ensure competitiveness in pricing and terms.
Cross-Functional Collaboration:
- Collaborate closely with internal stakeholders across various functions to understand business needs, define procurement requirements, and deliver tailored sourcing solutions.
- Act as a trusted advisor and enabler to cross-functional teams, ensuring accountability for procurement-related deliverables and mutual alignment on timelines and outcomes.
- Support new product development by ensuring timely sourcing and procurement of necessary materials.
Additional Duties
- Ensure adoption of all company mandatory policies and procedures, including preparing robust tender documentation, use of approved company terms and conditions, inclusion of mandatory company obligations such as health and safety, quality assurance, confidentiality, agreements etc. and recommends any changes as may be required.
- Endeavours to maintain the company’s procurement governance and compliance and identifying any defaults for further remedy.
- Ensures the company seeks the best value services, works, and goods, from simple product purchases to significant infrastructure, technology, consultancy and other service awards
- Provide effective management of internal procurement teams, internal stakeholders and external parties by through maximise performance.
- Provide direction, guidance and education of the procurement processes and procedures to internal colleagues and challenge any matters which reduces, omits and or creates an omission from the company’s strategic efforts and or mandatory requirements.
Policies, Systems, Processes & Procedures
- Follow all relevant departmental policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner.
Continuous Improvement
- Contribute to the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering alternative procurement methods and approaches, expansion of the company’s supply chain, new technology / supplier opportunities and differing communication techniques and reporting.
- Support sustainability and localization goals by identifying alternative local vendors and incorporating circular economy principles into procurement decisions.
QUALIFICATIONS
Minimum Qualifications:
- Bachelor’s degree in either Procurement or Supply Chain Management, Business Administration, Mechanical or Electrical or equivalent.
- Preferably Charter Institute of Procurement and Supply qualified
Minimum Experience:
- 8+ years of relevant professional experience including at least 5 years in a similar role Managerial role. Proven experience as MEP subject matter expert with a successful track record is required.
- Regionally Middle East experience preferred
- Previous experience in working with either a government entity, large scale developer and or consultancy / advisory company is preferred.
Job-Specific Skills (Generic / Technical):
- In-depth knowledge of procurement processes including specialized in supply chain, category management and MEP.
- Knowledge of market trends, supplier landscapes, and global sourcing best practices.
- Demonstrate they can work either independently or within a team and coordinate and manage their workload effectively and self-management skills.
- Technically astute and proficient in the field of M&E equipment and familiar with the whole construction lifecycle.
- Able to work in a team or individually and multiple task assignments in parallel.
- Excellent communicator and interpersonal skills
Strong understanding of digital IT procurement platforms (ERP, e-sourcing, ethical sourcing) is required and proficient in MS 360 – Word, Excel and Teams
