Job Description

Parsons is seeking an experienced Operation Control Center (OCC) Expert to join our team for a major rail project in the UAE. The successful candidate will provide technical leadership, design review, and independent assurance for the design, integration, and operational readiness of the OCC, ensuring it meets the stringent performance, safety, and operational requirements of high-speed rail operations.

This role focuses on design review, quality assurance, contractor oversight, and system integration, ensuring the OCC is capable of safely and efficiently managing high-speed rail operations.

What You'll Be Doing

  • Provide expert technical guidance and independent assurance for the design and functionality of the Operation Control Center (OCC).
  • Review and approve contractor design submissions, system architecture, layouts, schematics, and specifications related to OCC operations.
  • Ensure OCC design complies with high-speed rail operational, safety, and regulatory requirements, including interfaces with signaling, telecommunication, rolling stock, SCADA, and security systems.
  • Assess the integration and interoperability of OCC systems with other rail systems to ensure seamless operations.
  • Monitor and review contractor installation, testing, and commissioning plans for OCC systems.
  • Participate in design review workshops, coordination meetings, and interface management sessions as the OCC subject matter expert (SME).
  • Provide recommendations for risk mitigation, operational efficiency, and performance improvements related to the OCC.
  • Review and verify functional and performance testing procedures to ensure operational readiness of the OCC.
  • Support the handover, operational readiness, and certification processes for OCC systems.
  • Prepare technical reports, dashboards, and recommendations for senior management and the Client on OCC design compliance and performance.
  • Mentor PMC team members on OCC design, system integration, and operational best practices.


What Required Skills You'll Bring

  • Bachelor’s Degree in Engineering (Master’s preferred).
  • Minimum 15 years of professional experience in railway Operation Control Center design, implementation, and integration, preferably in high-speed or metro rail projects.
  • Expertise in OCC systems, including SCADA, signaling interfaces, communications, CCTV, and operational management systems.
  • Strong knowledge of system integration, safety, reliability, and operational performance standards.
  • Familiarity with international HSR standards.
  • Experience coordinating interfaces between OCC, signaling, telecom, power, security, and rolling stock systems.
  • Excellent analytical, problem-solving, and communication skills.
  • Proficiency in design and review tools such as AutoCAD, Bentley, or specialized OCC software.
