About the Job:

Implements and executes the daily base operational activities and responds to Oil Spill & Hazardous and Noxious Substances (HNS) Emergency incidents to enable the delivery of seamless response with minimal

human, environmental and financial impact. Also, maintain a high level of readiness to respond to pollution events and apply program policies, procedures, and standards of HSE, technology, incident management, and coordination of spill responses.

Job Specific Accountabilities (Part 1)

  • Mobilizes, deploys and operates Oil Spill & HNS Response equipment during exercises and drills.
  • Completes all assigned tasks and documentation required in an accurate and timely manner.
  • Delivers safety and operational briefings (when requested) on the utilization of oil spill equipment and response techniques.
  • Perform hands-on cleanup actions, including opening containers of unknowns, collecting samples, testing, and separating materials by hazard class, preparing and packaging waste for transport, and delivering waste to the designated storage or disposal facility.
  • Participates effectively in all meetings such as the internal weekly meeting with the base team.
  • Conducts that Base and Operational activities with due regard for Team safety and environmental consideration in line with ADNOC 100 % HSE culture and ADNOC HSE Standards.
  • Implements Base activities to ensure resource readiness and preparedness.
  • Assists in developing Annual and Monthly Logistics, HSE, Maintenance, and Operations Plans.
  • Participates effectively in all meetings held by the Base, Department and Company.
  • Participates in Delivery of Oil Spill & HNS response-related training courses if requested.
  • Continuously develops and maintains appropriate knowledge and skills to aid effective performance in the role through participating in internal/external trainings, exercises, and associated activities.
  • Provides the required support to assist the department in all events the department is a part of.

Job Specific Accountabilities (Part 2)

  • Reports HSE observation as per the annual approved target and encourages all the base individuals to report HSE observations.
  • Reports all workplace incidents and Near misses.
  • Plays an assigned role within the Work Management System and oversees the effective implementation of the system.
  • Participates in National, Regional, and International Exercises.
  • Implements ADNOC L&S IMS, ADNOC HSE standards, Department’s Operating Work Instructions, Forms, and Procedures.
  • Ensures that all personal information, documents, and passes are up to date.
  • Performs the necessary actions to maintain the fitness level as defined in the department fitness work instructions.
  • Maintains an appropriate level of housekeeping at the base.
  • Keeps all Oil Spill & HNS Response equipment response ready.
  • Ensures that all equipment is properly labelled, and optimally functional and reports to Officers if any defects are discovered.
  • Remains ready on call for 24 hours/day throughout his operational rotation as per the Duty roster.
  • Implements the Preventive Maintenance for all Oil Spill & HNS Response Equipment.
  • Participate in routine site surveys to develop the Site-Specific Protection Plan.
  • Actively strives to improve response capability through attending the theoretical and practical On Job Training.

Job Specific Accountabilities (Part 3)

Emergency Response

  • Secures incident sites and surrounding areas taking the necessary action to minimize any threat to health, safety, security, and welfare.
  • Mobilizes, deploys, and operates Oil Spill & HNS Response equipment to ensure timely and relevant emergency response.
  • Implements the appropriate Oil Spill & HNS demobilization and remediation procedures.
  • Actively engages in lessons learnt debriefs to determine areas of consideration towards continual operational and tactical improvement.
  • Participates in the Incident Survey Team to confirm the incident & identify its scale, and accordingly, reports findings to enable efficient and informed decision-making at the management level.
  • Collects, contains, tests, stores, transports and, when required, disposal of Hazardous, Noxious and Non-Hazardous materials, as directed, and in accordance with the corporate policies and applicable laws, to ensure proper damage control.
  • Rehabilitates, Maintains and Stores the Oil Spill & HNS Response during and after the emergency response.
  • Participates in the handover meeting between the incoming and off-going Duty teams to ensure optimal communications and operations continuity.
  • Assists in the development of emergency reports when needed to ensure accurate reporting.

Minimum Requirements:

  • Secondary School Certificate in the relevant field or equivalent.
  • 0-2 years of experience in Oil Spill & HNS Response field.

Professional Certifications

  • IMO Level 1.
  • HNS Operational Level.
  • STCW.
  • T-BOSIET.
  • Boat Operators Commercial License is preferred.
  • Heavy Truck or Forklift driving licenses are preferred.
