Procurement Operations, Sourcing & Tendering
- Identify project requirements from engineering and project teams and convert them into procurement plans and sourcing strategies.
- Handle end-to-end procurement activities for electrical, mechanical, and civil materials and services
- Source and procure construction materials, equipment, and services from local and global markets, ensuring best quality, price, and lead time.
- Prepare and issue RFQs, RFPs, and purchase orders in line with company procedures and project budgets.
- Conduct technical and commercial bid evaluations in collaboration with engineering and contracts teams.
- Evaluate and negotiate offers from suppliers, manufacturers, and subcontractors to ensure cost-effectiveness and compliance with specifications.
- Develop and maintain a robust database of pre-qualified vendors and subcontractors in construction and infrastructure domains.
- Conduct vendor performance evaluations and audits to ensure consistent delivery quality and adherence to contractual terms.
- Build long-term supplier relationships and identify opportunities for strategic partnerships.
- Negotiate commercial and technical terms of procurement contracts, including delivery, payment, penalties, warranties, and dispute resolution clauses.
- Work closely with legal and finance teams to ensure all agreements are legally compliant and financially sound.
- Mitigate procurement-related risks by implementing effective sourcing and contingency strategies.
- Coordinate with planning, engineering, and site teams to ensure timely delivery of materials and services according to the project timeline.
- Monitor procurement KPIs such as on-time delivery, cost savings, and supplier lead times.
- Prepare and present procurement status reports and dashboards to senior management and project stakeholders.
- Utilize SAP (preferably MM module) to manage procurement processes including PR/PO generation, GRN, and invoicing.
- Ensure compliance with company policies, client requirements, and industry standards.
- Maintain proper documentation and records for audits and client inspections.
- Bachelor’s Degree in Engineering (Electrical preferred).
- 10–15 years of relevant experience in procurement, with at least 10 years in the UAE, preferably in power or energy construction projects.
- Solid knowledge of substation, power plant, and transmission/distribution equipment and materials.
- Strong network of local and international suppliers, especially within the GCC, Europe, and Asia.
- Experience working with EPC contractors, consultants, and clients such as DEWA, SEWA, TRANSCO, ADNOC, and FEWA is a plus.
- Excellent negotiation, communication, and organizational skills.
- Proficiency in SAP ERP (Materials Management Module) and MS Office.
- Fluent in English; Arabic is an advantage.
