OSP Program Manager - Damascus Based

This position is based in Damascus, Syria

Position Objectives:

To assume the overall management of the Outside Plant expansion program.

Job Description and Responsibilities

• Responsible for the leadership, management, execution, and control of all activities within the project to ensure timely, efficient, and professional execution of all project tasks
• Build a successful team of subordinate Project Managers and Section Managers
• Establish efficient reporting and escalation mechanisms for both the client and Norconsult Telematics
• Perform risk management activities by ensuring that critical project tasks and blocking issues are thoroughly analysed and that proper corrective actions are timely implemented
• Specify requirements for project staff in terms of number, qualifications, and time needed according to project demands and within the contract budget
• Ensure proper screening, evaluation, and recommendation of candidates (new and replacements)
• Establish and maintain a good relationship with the corresponding client management level
• Ensure project control, engineering review, and supervision processes are established to verify that project work and equipment deliveries are in accordance with approved project specifications and contractual obligations
• Plan vacations and time off to ensure the availability of manpower when and where required
• Ensure qualified deputies are appointed for all managers and other key staff members when unavailable
• Assess staff performance, placement in the organisation according to qualifications, and suitability for project work
• Prepare regular staff and manpower utilisation reports to management
• Ensure reporting tasks are timely executed and that reports are complete, covering all project needs, including progress status and financial status versus project timelines, contractual obligations, and other commitments
• Prepare regular and ad-hoc project reports for the client as well as NT Management
• Direct and follow up on overall planning for OSP expansion projects in collaboration with client management
• Coordinate project tasks as assigned to vendors, contractors, and client districts
• Participate in meetings with vendors, contractors, and the client and ensure inter-party dependencies are identified and communicated to all concerned parties
• Ensure Norconsult Telematics QA processes and client project processes are implemented and followed by the project team

Qualification and Required Skills

• Minimum Bachelor's degree in Computer Science, Telecommunications, or Engineering
• Minimum 15 years of documented professional experience within an operator or vendor organisation, with at least 5 years in a management position running large-scale, multi-disciplined telecommunications projects
• Knowledge and understanding of all aspects of Outside Plant
• Excellent organisational, management, and interpersonal skills, with experience working in a multi-cultural and multi-national environment
• Excellent communication skills and fluency in English; Arabic is considered an asset
• PMP project management certification or equivalent
