Job Purpose

Lead and supervise all Operations, Safety, Logistics and Maintenance activities within the response base ensuring that all tasks are carried out in a safe and proficient manner. Ensures that the response capabilities of the base are always maintained to the highest level of readiness (equipment and people) by effectively supervising the day to day tasks of the response team members. Will proactively coach, motivate and encourage team development to maintain and continuously improve their confidence, skills set and abilities towards a collaborative and coordinated response service.

Job Specific Accountabilities

  • Supervises the implementation of all Operational, HSE, Logistics and Maintenance, plans, policies and procedures to ensure the highest practicable level of preparedness and readiness.
  • Ensures that Base and Operational activities are carried out with due regard for Team safety and environmental consideration in line with ADNOC 100 % HSE culture and ADNOC HSE Standards.
  • Represents the Base Manager as required and instructed.
  • Actively covers other Team Leader functions as required (Logistics, Safety, Operations and Maintenance).
  • Trains and develops Oil Spill & HNS Officers and Responders to reach full field capability and potential progression in conjunction with the Training team in Department Management.
  • Supervises the handover meeting between the incoming and off going Duty teams to ensure optimal communications and operations continuity.
  • Develops and manages the implementation of the base annual Site Specific Protection Plans and further develops predetermined tactical response strategies.
  • Actively strives to improve response capability through continuous theoretical and practical training exercises.
  • Monitors the implementation of the daily, weekly, monthly and annual plans, inspections, reports and checklists in accordance with base performance requirements.
  • Provides advice on technical Operational, Safety, Logistical and Maintenance know-how to the Base Manager to ensure the awareness of and alignment with the corporate requirements as well as Client and international standards.
  • Allocates the tasks on Officers to ensure that all activities are carried out at a high level.
  • Manages the procurement process and final purchasing of equipment, spare parts and consumables to continually support operational requirements.
  • Investigates, reports and records all Oil Spill & HNS Response Base incidents / accidents (such as injuries and first aid cases) to the Base Manager.
  • Participates in Delivery of Oil Spill & HNS Response related training courses if requested.
  • Oversees the booking and administrative tasks for the provision of internal and International fixed wing flights for Oil Spill & HNS Response staff as per the Base manpower rotational plan.
  • Ensures that all information and supporting financial documentation (expenses, purchase orders) are collated, organized and processed appropriately.
  • Oversees the various HR-related processes within the Oil Spill & HNS Response Base (such as employee attendance, leave, medical check-ups) on a daily basis.
  • Remains on call for 24 hours / day throughout his operational rotation as per the Duty roster.

Emergency Response

  • Acts as On Scene Commander as required.
  • Coordinates site surveys to determine safety considerations and response related needs regarding manpower, equipment, strategic planning and further technical support.
  • Coordinates the preparation of materials and manpower to support incidents.
  • Coordinates the implementation of the Site-Specific Protection Plan (SSPP) and further develops the tactical response capability.
  • Supervises the Officers and Responders during an incident providing strategic direction and coordination to ensure safe and efficient operations. Monitors work progress and makes strategic changes when necessary.
  • Manages incident sites and surrounding areas taking the necessary action to minimize any threat to health, safety, security, and welfare.
  • Ensures continual transfer of accurate field information to support ongoing Strategic Management Planning be it verbal, or document based.
  • Provides technical Operational advice to the Base Manager to ensure awareness and alignment with the corporate requirements and incident objectives.
  • Liaise closely with Base Manager, to coordinate continual field support for single Base response.
  • Liaise closely with other Team Leaders to coordinate continual field support for multi Base response.
  • Oversees the appropriate Oil Spill & HNS demobilization and remediation of incident sites.
  • Actively engages in lessons learnt debriefs to determine areas of consideration towards continual operational and tactical improvement.

Minimum Requirements

  • HND, Diploma, Bachelor’s Degree in relevant field or equivalent experience.
  • 6 years of experience in Oil Spill & HNS Response field.

PROFESSIONAL CERTIFICATIONS

  • OPRC OSR Level 3 or IMO (level 3).
  • ICS 100, 200 & 300.
  • HNS Operational Level.
  • STCW.
  • T-BOSIET.
  • NEBOSH IGC/IOSH Managing Safely or Equivalent.
  • Boat Operators Commercial License is preferred.
  • Heavy Truck or Forklift driving licenses are preferred.
